SUB:  EXAMINATION / ASSESSEMENT OF MIXED IRON & STELL SHEETS.

In order to resolve that issue of distinction between prime quality and secondary quality of Iron & Steel Coils Sheets. It is felt imperative to lay down the policy parameters for ascertaining the sheets of prime quality so that the smooth examination and clearance could take place. Consequently, the following parameters for prime quality are laid down n consultation with Pakistan Iron & Steel Merchant’s Association and Pakistan Steel, for general guidance:-

(i)              The Prime quality sheet should essentially is on Mill packing.

(ii)             The date of production is normally not later than the date of L/C.

(iii)            The consignments of prime quality sheets be accompanied by this “Mill Test Certificate” which confirmed.

            -           Complete chemical composition.

            -           Complete mechanical properties.

            -           Tensile strength or yield.

            -           Date of production.

(iv)            Prime quality sheets must conform to International standard specification and / or standards in vogue in country of origin such as JISG-ASIM-BSS-SAE-API-GOST-DIN etc.

2.         The consignments lacking above as actorlotics shall be treated as Secondary Quality. Assistant / Deputy Collector of Customs (Sheds) however, if not satisfied, may confirm the validity of documentary evidence, as deemed appropriate, through other independent sources.

3.         If a dispute arises between Customs and Importer / Clearing agent regarding the description of goods, the matter may be referred to the Steel Committee constituted under Public Notice No. 3/99 dated 07.08.99 as amended from time to time through A.I.B. by Additional Collector (Sheds) in his discretion or on the request of the importer / clearing agent.
