The Federal Board of Revenue (FBR) has restructured its Customs Classification Committee through the issuance of Customs General Order No. 01 of 2026, with the primary objective of streamlining the resolution of classification disputes concerning imported goods and enhancing the precision of duty and tax determination at the point of importation.
The notification establishes a revised composition for the committee, now comprising three Collectors from the South region, to be nominated by the Chief Collector of Customs (Appraisement-South), while ensuring that the FBR is duly apprised of such appointments.
This represents a deliberate shift from the earlier framework, which had included the Collector of Customs Appraisement (East), the Collector Appraisement-West, and the Collector of Customs at the Sindh Administration Port Terminal (SAPT), Karachi.
The revamped committee structure is designed to accelerate the adjudication of classification controversies, reduce delays in clearance processes, and promote greater consistency and accuracy in the application of customs tariffs, thereby supporting more predictable trade facilitation and compliance for importers.
