HAZECO Material Hoarding: Legal Action and Power Reforms

A sub-committee of the National Assembly Standing Committee on Power has resolved to take legal action against individuals in the Hazara Electric Supply Company (HAZECO) area who are suspected of hoarding company property worth Rs700 million at their homes.

As per reports, the sub-committee, which includes Babar Nawaz Khan, Shaikh Aftab Ahmed, Syed Waseem Hussain, and Syed Nosheen Iftikhar, reviewed HAZECO’s operations and was informed that detailed records, including copies of identity cards, had been compiled for those allegedly possessing transformers, wires, and poles purchased with public funds.

The convener stated that initial notices would be sent to those involved, demanding the return of the stolen materials. If they fail to comply, formal complaints will be filed.

The HAZECO chief executive also informed the committee that load shedding on 11-KV feeders is determined by AT&C losses, following the policy used by other distribution companies. He clarified that load shedding would be reduced or removed as losses decrease on a feeder.

Committee members were further briefed on the ongoing employee transition process under the PTA arrangement, which will continue until June 30, 2026. Promotions within HAZECO will be considered post-transition under the BTA framework.

Additionally, the sub-committee reviewed a proposed Rs800 million grid station project. A team from the Power Planning and Monitoring Company is visiting the site to assess the location and expenditure, as progress has been limited. A preliminary report will be submitted to the sub-committee soon, with a detailed report to follow. The HAZECO chief executive also noted that a comprehensive business plan would be submitted to Nepra by April 2026.
