Pakistan Seeks ADB Loan For Digital Tax Reforms

The Government of Pakistan has proposed obtaining a $200 million financing facility from the Asian Development Bank to support structural reforms focused on modernising tax and customs administration through enhanced digital infrastructure and data integration systems.

The proposed initiative, titled “Transforming and Digitalizing Revenue Administration,” is designed to strengthen domestic resource mobilisation by addressing systemic inefficiencies in tax collection mechanisms and trade-related procedures.

A key component of the reform framework includes the digitisation of financial and trade ecosystems, encompassing integration of point-of-sale (POS) systems, implementation of electronic invoicing mechanisms, and expansion of advanced data analytics capabilities across tax and customs authorities.

Officials have indicated that these measures aim to improve transparency, enhance operational efficiency in revenue collection, and streamline trade clearance processes across both domestic and international supply chains.

The project further seeks to strengthen institutional capacity within the Federal Board of Revenue by automating administrative processes and reinforcing governance standards.

Authorities have emphasised that improved digital systems are expected to facilitate tax base expansion, minimise revenue leakages, and establish a more structured and transparent fiscal framework.

The proposal is currently under consideration and forms part of broader fiscal reform efforts aimed at strengthening economic management and addressing macroeconomic challenges through enhanced revenue administration.
