PDL Collections Surge Amid Rising Fuel Revenues

The Government of Pakistan has realised in excess of Rs180 billion in revenue from consumers through the Petroleum Development Levy (PDL) over the preceding six-week period, according to officials from the Ministry of Finance.

The uptick in collections coincided with heightened regional geopolitical tensions, which contributed to increased levy inflows on petroleum products.

Cumulatively, PDL receipts reached approximately Rs1,234 billion during the period from July to mid-April of the current fiscal year, reflecting an increase of nearly Rs400 billion compared to the corresponding period of the previous fiscal year.

Monthly data indicates that collections stood at Rs157 billion in July, followed by Rs103.46 billion in August and Rs112.85 billion in September 2025. Revenues increased further to Rs143.48 billion in October and Rs148.36 billion in November, before peaking at Rs162.46 billion in December.

Subsequently, collections amounted to Rs108.76 billion in January, Rs120.39 billion in February, and Rs139.48 billion in March.

During the first half of April alone, approximately Rs38 billion has already been realised under the levy.

Officials have indicated that a substantial proportion of total revenue was generated from imported petroleum products, with more than Rs598 billion collected on imported petrol and diesel between July and mid-April.

An additional Rs635.19 billion was derived from petroleum products refined from domestically processed crude oil during the period spanning July to March.
