Customs Revises Polyester Yarn Import Values in Karachi

The Directorate General of Customs Valuation, Karachi, has issued a revised valuation ruling for imports of polyester filament yarn, reflecting adjustments necessitated by recent volatility in international pricing driven by disruptions in global supply chains.

Under the updated determination, an incremental adjustment of USD 0.10 per kilogram has been applied to dyed yarn over and above the prescribed cost and freight (C&F) customs values, thereby revising the assessable base for import consignments.

This revision follows the earlier valuation framework established in July 2025. A fresh review was initiated by customs authorities upon observing a sustained upward trend in petrochemical input costs, influenced by prevailing global market uncertainties and geopolitical developments.

As part of the valuation exercise, the Directorate conducted stakeholder consultations, extending invitations to both importers and domestic manufacturers to submit representations and supporting documentation.

Importers advocated for the retention of existing valuation benchmarks, citing continued price volatility and asserting that international rates have remained elevated over the preceding six-month period. Conversely, local manufacturers supported an upward revision, contending that global price movements justify an increase in customs values to ensure alignment with prevailing market conditions.

Following consideration of stakeholder input and market data, customs authorities concluded that the revised valuation is necessary to accurately reflect international price trends and to ensure proper assessment and duty determination on imported goods.
