Government Expands Apna Ghar Housing Finance Scheme

The Federal Government has expanded the scope of the Prime Minister’s Apna Ghar Program (PM-AGP) by permitting eligible Non-Bank Financial Companies (NBFCs) to participate in the low-cost housing finance initiative, broadening access to subsidised home financing beyond the conventional banking sector.

According to the Securities and Exchange Commission of Pakistan (SECP), the approval was granted following its recommendation to facilitate greater financial inclusion and enhance the availability of housing finance across the country.

Under the revised framework, Non-Bank Housing Finance Companies and Investment Finance Companies meeting the prescribed eligibility criteria will be authorised to extend housing loans of up to Rs10 million under the programme. Eligible Microfinance Companies will be permitted to provide financing of up to Rs5 million.

The SECP stated that the inclusion of NBFCs is intended to improve access to affordable housing finance for individuals who lack traditional banking relationships, particularly those residing in remote, rural and underserved regions.

Eligible borrowers will continue to benefit from a subsidised financing rate of 5% for the first 10 years, in accordance with the programme’s approved financing structure.

To facilitate implementation, the SECP has issued a dedicated regulatory framework governing the participation of NBFCs in the scheme. The framework also allows NBFCs to collaborate with banks and other financial institutions in providing housing finance under the programme.

The “Wazir-e-Azam Apna Ghar Program – Ghar Ho Tu Apna”, commonly referred to as the Prime Minister Apna Ghar Program, is a nationwide affordable housing finance initiative introduced by Prime Minister Shehbaz Sharif to promote home ownership through subsidised financing.

The programme was formally launched on April 30, 2026, following consultations with the private sector, the Ministry of Finance, and the State Bank of Pakistan (SBP).

For its inaugural year, the government has set a target of constructing 50,000 housing units, supported by a financing allocation of Rs321 billion.
