U.S. Suspends Aid to Pakistan, Halting Key Projects

The United States has suspended aid to Pakistan, leading to the temporary halt of several major projects across various sectors, including governance, energy, education, and health. This action follows President Donald Trump’s order to review foreign assistance programs to ensure they align with his administration’s foreign policy priorities.

A U.S. State Department cable obtained by Reuters reveals that the suspension affects 11 governance programs, along with initiatives under the Ambassadors Fund for Cultural Preservation (AFCP). The cable, drafted by the State Department’s foreign assistance office and approved by Secretary of State Marco Rubio, confirmed a "stop-work" order for ongoing aid and a freeze on new funding.

While military financing waivers have been granted to nations like Egypt, no such exceptions were made for Pakistan. The suspension impacts a variety of projects, including five in energy, four in economic growth, five in agriculture, and several in education and health. Funds for democracy, human rights, and governance are also on hold until a full review is completed.

In fiscal year 2023, the U.S. allocated $72 billion in foreign aid globally. However, this suspension could delay billions in vital assistance for Pakistan, potentially affecting crucial life-saving programs. U.S. officials are expected to decide the future of these initiatives after their review is concluded.

Jeremy Konyndyk, a former USAID official and president of Refugees International, criticized the decision, warning of its dire consequences. “This will kill people. If implemented as planned, many lives will be lost,” he said, describing the move as a destructive measure rather than a constructive review, calling it “a wrecking ball to break as much as possible.”
