PPMC Seeks NEPRA Registration, Rs418 Million Fee Under Review

The Power Planning and Monitoring Company (PPMC) has approached the National Electric Power Regulatory Authority (NEPRA) for registration as an electric power services provider, seeking formal regulatory recognition of its planning, monitoring and technical responsibilities within Pakistan’s electricity sector, Business Recorder reported.

In an application filed on October 7, 2026, PPMC Managing Director Abid Latif Lodhi sought registration under Section 25A of the NEPRA Act and the applicable registration rules and regulations.

The application follows a federal cabinet decision taken on September 25, directing the company to obtain registration or a licence within two months. The cabinet also instructed that PPMC’s existing government-approved fee structure should remain in place, subject to NEPRA’s due diligence.

Under the cabinet’s decision, the registration process is to be completed within two months after the required regulatory procedures have been fulfilled.

PPMC’s application outlines a range of responsibilities, including electricity policy development, integrated energy planning, tariff and subsidy assessments, circular debt management, performance monitoring and technical assistance for distribution companies.

The company also provides analytical support for restructuring and privatisation within the electricity sector, improving energy efficiency and implementing the National Electricity Plan 2023-27.

Founded in 1998 as the Pakistan Electric Power Company (PEPCO), PPMC was later reorganised to serve as the federal government’s policy and technical arm for the power sector.

Its current mandate includes overseeing the implementation of national electricity policies, evaluating the performance of power-sector organisations and assisting the Power Division with strategic planning.

The application further seeks regulatory recognition of the company’s existing funding arrangements.

Documents submitted by PPMC show that its board-approved budget for FY2025-26 included a net management fee requirement of Rs418 million after taking other sources of revenue into account.

The proposed fee is intended to cover the company’s planning, monitoring, analytical and technical activities. Its continuation will depend on NEPRA’s regulatory scrutiny and approval.

PPMC has also outlined plans to develop standardised technical requirements for electricity distribution networks, assist with tariff projections and subsidy reforms, and track key power-sector performance indicators.

The company reported an approved workforce of 167 employees and provided its financial statements, governance information and a three-year strategic plan covering FY2026-27 to FY2028-29.

It also deposited a registration fee of Rs947,419 alongside its application.

According to the documents submitted by PPMC, NEPRA has not yet announced a decision on the registration request.
