Customs Valuation Directorate Sets New Silicon Import Rates, Effective February 2025

ISLAMABAD: The Directorate General of Customs Valuation in Karachi has established new customs values for Silicon in Primary Form (Emulsion Grade), setting rates between $2.40 and $3.50 per kg for imports from China and other countries.

This update, issued under Ruling 1951 of 2025, replaces the previous Valuation Ruling No. 779/2015 dated December 8, 2015.

The revised valuation follows an analysis of import data and market prices conducted under Section 25A of the Customs Act, 1969. The review considered market trends, price variations, and declared import values to ensure accurate duty assessments.

A consultation with industry stakeholders was held, during which importers presented their concerns and provided supporting documentation. To finalize the new values, 90 days of import data were reviewed, and reference prices were assessed for consistency.

Under the new ruling, these values will serve as minimum benchmark rates. If an import�s declared value or invoice price exceeds the customs valuation, duties and taxes will be calculated based on the higher amount, as per Section 25(1) of the Customs Act, 1969.
