The Federal Board of Revenue (FBR) has introduced a new requirement for licensees of the Special Technology Zones Authority (STZA), mandating that they now operate through the Pakistan Single Window (PSW) system for the clearance of imported goods under the concessionary regime. This decision was formalized through a notification on Wednesday, which amends the Customs Rules of 2001.
According to the updated guidelines, STZA licensees, once they secure a valid license from the Authority, must subscribe to the PSW system in compliance with the Pakistan Single Window Act of 2021. Goods imported under the concessionary regime will only be eligible for benefits if they are transmitted through the STZA’s one-window facility to PSW. The PSW system will automatically process the relevant quantities based on the goods cleared by Customs.
The FBR has made it clear that if there is any violation of the rules, Customs officers, including the Collector of Customs, have the authority to block a licensee’s user ID in the PSW system. However, the licensee will be given the opportunity to present their case before the Authority before any action is taken.
In cases of non-compliance or an investigation, the Collector of Customs or a designated officer can temporarily restrict a licensee’s access to the PSW system or its associated services, particularly those related to STZA-regulated functions. The licensee will be notified of this restriction within three days and will have the chance to explain their situation.
For each imported consignment, an authorized STZA officer must certify the consignment through the STZA’s one-window facility. Once approved, the consignment list will be shared electronically with PSW. Additionally, any goods declarations for items entering a designated zone must be accompanied by the required documentation as per the Customs Act, and the relevant Customs officer will assess the eligibility for any exemptions on these imports.
