Pakistan Updates Customs Valuation for Imported Keychains from China

The Directorate General of Customs Valuation Karachi has revised the customs values for imported keychains and parts from China, focusing on low-end and less popular brands.

This update is part of an effort to ensure a uniform assessment of duties and taxes, as outlined in a new valuation ruling issued by the directorate.

Previously, customs values for keychains and parts were determined under Valuation Ruling No. 1109/2017, issued on March 22, 2017. However, with this ruling now over seven years old, the directorate initiated a review under Section 25A of the Customs Act, 1969, aiming to reflect current market conditions.

Despite notifying stakeholders for participation, no representatives attended the review process. As a result, the directorate conducted an independent valuation using customs clearance data, market surveys, online price trends, and international references to establish the updated customs values.

According to the ruling, these newly assessed values will now act as the minimum customs benchmark for keychains and related parts, ensuring consistency in import taxation.

The revised valuation was determined under Section 25(7) of the Customs Act, 1969, following an in-depth analysis of domestic and international market data.
