The Federal Board of Revenue is preparing to grant licenses to two more private firms to connect retailers and other businesses with its digital invoicing platform, expanding the pool of approved integrators. Once finalized, this will increase the number of private integrators from one to three, in addition to PRAL, which continues to serve as the state-run integration provider.
Currently, Haball (Pvt) Ltd is the only private entity officially authorized to operate in this space. The two newly selected companies have cleared necessary evaluations and are expected to receive formal approval shortly, as per the procedures set in updated tax regulations.
This expansion follows a public Expression of Interest announcement issued on March 10, 2024, by the FBR’s Directorate of Digital Initiatives. The licensing process is governed by Chapter XIV-BB of the Sales Tax Rules, 2006 and Chapter VIIA of the Income Tax Rules, 2002, both recently updated through SRO 1788(1)/2023 and SRO 428(1)/2024, respectively.
Under Rule 150ZOZK(5) of the Sales Tax Rules, a designated committee has assessed and recommended eligible applicants for final sign-off by the Member Digital Initiatives. Upon approval, the new licenses will be publicly listed on the FBR’s website.
In the meantime, PRAL remains actively engaged with taxpayers, offering technical assistance and free integration to help businesses comply with the FBR’s expanding e-invoicing system.
