Prime Minister Shehbaz Sharif has launched a groundbreaking Performance Management System for Federal Board of Revenue (FBR) officers, ushering in a new era of accountability and digitization to overhaul Pakistan’s tax system. Unveiled on Friday at FBR Headquarters, the grading-based framework will rank officers from “A” to “E” based on their performance, honesty, and integrity, determining promotions, incentives, and penalties.
Sharif delivered a clear ultimatum: “Tax officers who excel will earn public recognition, promotions, and rewards; those who fail will face consequences.” He announced plans to expand this model across other government departments, emphasizing that true reform hinges on performance-driven systems.
The PM introduced a fully automated digital evaluation system, enabling real-time tracking of officers’ performance to guide financial incentives and career advancement. “To break free from IMF dependency, we must boost revenues through hard work,” Sharif urged, commending the FBR for a 27% surge in revenue collection this year while highlighting persistent loopholes.
Sharif reviewed digitization initiatives, including integration with NADRA and banking institutions to create a data-driven tax ecosystem. The FBR reported progress on digital invoicing, a new delivery unit, and a simplified tax return process, with 35 new companies added to the tax net this fiscal year.
The PM also pushed for port scanners to combat under-invoicing and misdeclaration of imports, instructing the FBR to act independently of donor funds. He stressed fair treatment of taxpayers, particularly investors, demanding that FBR officials uphold respect and equity in all interactions.
