A committee tasked by the Director-General of the Rawalpindi Development Authority (RDA) to probe a suspected Rs2 billion transfer from the authority’s security account was disbanded without delivering a report, following the one-month leave granted to its convenor, Shehzad Nasir Gondal, Director of State Management, for travel to the United States.
Upon his return, Gondal will report to his parent department, the Local Government Department of Punjab, rendering the remaining two members effectively inactive.
The Rs2 billion financial irregularity at the RDA, unnoticed for six years by senior officials, including the DG and Director of Finance, was exposed in the second week of May 2025, triggering widespread investigations and administrative scrutiny.
The committee, formed on 15 July 2025 under RDA DG Kanza Mutaza, was led by Gondal and included Jawad Arshad, Deputy Director of Engineering, and Waqar Asghar Raja, Assistant Director of Finance. Tasked with submitting findings within seven days, the panel was stalled for two months due to missing records.
Simultaneously, a high-level fact-finding committee, established by the Chief Secretary of Punjab in June 2025 to investigate the Rs2 billion CDR transfer to various companies and individuals, remains incomplete. Chaired by Mudasir Waheed Malik of the Punjab Board of Revenue, with Moazzam Iqbal Supra, Managing Director of the Punjab Government Servants Housing Foundation, and Madiha Tahir Shah, Additional Secretary of A&H, the committee has conducted five to six sessions in Lahore but has yet to finalize its report.
