LAHORE: The Punjab Land Records Authority (PLRA) has slammed an OTP verification lock on stamp duty challan generation for property deals, insisting the draconian measure fortifies security and ties every challan to a verified mobile number of the actual party.
Stakeholders fired back, questioning legal validity—no amendment to the Punjab e-Stamp Rules, 2016 has been gazetted, rendering the OTP mandate potentially illegal.
PLRA claimed issues fixed, rolling out email OTP for overseas Pakistanis and NTN+OTP for organisations. Yet realtors and citizens are livid: the system only accepts SIMs registered in the buyer/seller’s own name, paralyzing
Challan issuance has ground to a halt, transactions frozen. Realtors demand FBR-registered agents be empowered to generate challans and an immediate rollback until legal flaws are cured.
