CIRCULAR No. 21/2005

In order to reemphasis the implementation of rules and regulation pertaining to information and secrecy of official record and correspondence ethic, following instructions and advice to be followed without fail:-

i.              Honorable FTO has taken a serious notice in regard to the careless attitude shown by Customs Staff in maintaining the official record while deciding the complaint No. C-706-K/05. AII the sections of Preventive Collectorate are hereby directed to completely observe secrecy of the official record in accordance with the rules and regulations applicable thereof. In accordance of the Section shall ensure that no lapse whatsoever occurs in regard to the maintenance and observance of secrecy of the record for which he shall be held responsible.

ii.            All Incharge of sections head are also directed not to make any correspondence directly with other government agency/department without the prior approval of concerned Additional Collectors.

iii.      All investigating officers are also directed not to make any kind of correspondence with government department/ privileged personals/organizations without the prior approval of the Incharge of the Section and maintain upto date diary of proceedings of the section and maintain upto date diary of proceedings conducted in Special Court of Customs and CNS Court etc. 

iv.           All seizing Officers /Investigating Officers are directed to ensure their presence before the Courts/Tribunal/Collector (Appeals) on the scheduled date and time under intimation to section Incharge without fail.
