SUB: PROCEDURE FOR TEMPORARY IMPORTATION AND SUBSEQUENT EXPORATATION AT EXPO CENTRE (KEC) KARACHI TO BE HELD BY M/S. PEGASUS CONSULTANCY (PVT.) LTD, KARACHI.

In pursuance of Ministry of Commerce's Letter No. 1(17)/2005-Tex dated: 29th Dec 2005 & Letter No. 15(l)/2006-AP-ll dated: 19.01.2006, on the subject cited above regarding forthcoming above referred International Exhibition to be held by M/s. PEGASUS CONCULTANCY (PVT.) LTD, at Expo Centre Karachi, read with item No. 3 of heading 99.20 of Pakistan Consultancy (Pvt.) Ltd, at Expo Centre Karachi, read with item No. 3 of heading of Pakistan Customs Tariff, the following procedure is prescribed to facilitate the clearance of goods to be imported:--
1. The Expo Centre (KEC) University Road, Karachi is declared as the Exhibition Site;
2. The Organizers M/s. Pegasus Consultancy (Pvt.) Ltd. Room no 321. 3rd Business Centre, Mumtaz Hassan Road, Karachi have exclusively appointed M/s. Rahmani Traders (C.H.A.L) No. 90) as sole Official Customs Agents responsible for clearance and subsequent export of the items imported for above referred exhibition. GD’s filed by any other individual/importer/company shall not be accepted;
3. M/s. Pegasus Consultancy (Pvt.) Ltd, Karachi shall provide an indemnity Bond/ Undertaking to pay all the taxes in case the exhibits are not exported within the stipulated time, not exceeding “90 days”;
4. Home Consumption Goods Declaration (G.D) for imports bearing title Temporary Imports for respective above referred exhibitions with complete description, quantity, value and leviable rates of duty & taxes or respective concessionary SRO’s, invoices and packing lists, shall be filed in the Customer Service Centre/ Air Freight Unit at JIAP, Custom House or Port Qasim, Karachi for the clearance of goods imported for' their respective exhibition;
5. The concerned Appraising Group shall make assessment on the basis of declarations in the above referred documents and shall process the Goods Declaration (G.D) in terms of Chapter-99 to the First Schedule of the Customs Act, 1969, under sub-section of Section 80 ibid and Sr.No.26 of Schedule-V of the Sales Tax Act, 1990;
6. Container Number and Seal Number of the sealed container shall be verified at the port in case of containerized cargo and marks & numbers will be verified in case of goods contained in the packages. Removal of the goods to the exhibition site shall be allowed under Customs Escort and customs staff shall, round the clock, remain posted at the exhibition Site;
7. The Custom’s Examination Staff depute for this purpose shall examine 100% of the goods at the Exhibition Site and make detailed inward inventory thereof and also send a copy to the concerned Appraising Group, The Organizers shall be responsible for arranging the goods (Consignment-Wise) for this purpose;
8. If the goods are being re-exported from Karachi Expo Centre (KEC) premises the Customs Staff shall examine 100% at the time of Export as per procedure in vogue at Karachi Expo Centre (KEC) and shall verify with the inward inventory of the Exhibits. The Export Inventory prepared accordingly shall be verified and signed by Customs Staff. The Cargo for export shall be removed from KEC under Customs Escort to the respective Port/Airport; in case goods are re-exported from outside KEC, the normal procedure of export shall prevail;
9. On the Conclusion of exhibition, the organizers shall prepare a list of such goods indicating description, quantity and value for the final accountal of the goods and file Goods Declaration (G.D) of the goods to be exported alongwith invoices and packing lists;
10. Leviable Duties and taxes in respect of goods consumed or retained in Pakistan would be deposited forthwith against the respective assessment, already made by M/s. Pegasus Consultancy (Pvt.) Ltd. Karachi;
11. This order shall apply Mutatis-Mutandis at Collectorate of Port Qasim Karachi.
12. Home Consumption Good Declaration (G.D) as per declaration pertaining to the goods to be imported by air shall be processed by Customs Staff posted, at Air Freight Unit (AFU-QIAP) in a similar manner as mentioned above;
These issues with the concurrence of the Collector of Port Qasim, Collector of Customs (Preventive) & Collector of Customs (Export), Custom House Karachi.
