STANDING ORDER NO. 01/ 2007-(APPG)
SUB: Procedure for temporary importation and subsequent exportation of 5th solo trade exhibition of iran at expo centre (kec) Karachi to be held from 1st to 5th March, 2007.
In pursuance of Consulate General of the Islamic Republic of Iran, Karachi Letter Ref. Eco-Sec/ 1385 / 423 dated 13.02-2006 on the subject cited above regarding 5th solo Trade Exhibition of Iran to be held on 1st - 5th March, 2007 at Expo Center, Karachi, the following procedure is prescribed to facilitate the clearance of goods to be imported: --
a) The Karachi Expo Center (KEC), University Road, Karachi is declared as Exhibition site.
b) The Iranian Consulate, Karachi shall provide the list of authorized persons engaged in the Exhibition Management to deal with the goods imported for exhibition purpose.
c) The importers / exhibitors and their sponsoring Embassy shall furnish an Indemnity Bond indemnifying therein that exhibits being imported shall be re-exported after closure of the exhibition and that, in case of local sale / disposal of exhibits, leviable duty and taxes on sold out / disposed off exhibits shall be deposited in prescribed manner.
d) The Goods Declaration (CD) for Home-Consumption with clearly mentioned “temporary imports” with complete description and specifications (size, type, quantity), value, classification and leviable rates of duty and taxes and respective concessionary SROs alongwith authorization certificate, invoices and packing lists shall be files in the Customers Service Center, Custom House, Karachi for the clearance and data entry of goods imported for the subject exhibition.
e) The Appraising Group-VI shall make assessment on the basis of declaration in the above referred documents and shall process the Goods Declaration (GD) in terms of Chapter-9920(3) to the First Schedule of the Customs Act, 196, under sub-section (2) of Section 80 ibid and Sr. No. 57 of Schedule-VI of the Sales Tax Act,1990.
f) Containers Numbers and Seal Numbers of the sealed container shall be verified at the entry point in case of containerized Cargo and marks & numbers will be verified in case of goods contained in the packages. Removal of the goods to the exhibition site shall be allowed under Customs Escort and Customs staff shall remain posted at the exhibition site round the clock.
g) The Custom’s examination staff deputed for this purpose, shall examine the goods 100% at the Exhibition Site under Section 80(5) of the Customs Act, 1969 and make detailed inward inventory duly signed by representative of Ecommerce Gateway Pakistan (PVT) Ltd. With a copy to the Appraising Group-VI. M/s. Asr International, Suit # 1205, Kashif Center, Shahrah-e-Faisal, Karachi shall be responsible for arranging the goods (Firm-Wise) for this purpose.
h) On conclusion of the exhibition, the Exhibition’s management shall prepare a list of such goods indicating description, quantity and value for the final accountal of the goods and file Bills of Export for the goods to be re-exported along with invoices and packing list.
i) Leviable duties and taxes in respect of goods consumed or retained in Pakistan, would be deposited forthwith not later than a week of culmination of the exhibition, against the assessment already made by relevant staff of Custom House, Karachi.
j) Exhibits entered into Pakistan through land route shall be escorted by the customs staff of Quetta Collectorate from entry point to exhibition site and vice versa.
