STANDING ORDER NO. 03/2007-(APPG)

SUB:    PROCEDURE FOR TEMPORARY IMPORTATION AND SUBSEQUENT EXPORTATION OF GOODS MEANT FOR DISPLAY AT 5th PAKISTAN OIL & GAS EXHIBITION 2007(POGEE) & FIRE AND SECURITY EXHIBITION AT EXPO CENTRE (KEC) KARACHI TO BE HELD FROM 16th TO 19th MAY, 2007.

In pursuance of Ministry of Commerce letter No. 6(1)/2007-lmp-ll dated 30-04-2007 regarding forth-coming 5th Pakistan oil & Gas Exhibition 2007 (POGEE) & fire and security Exhibition to be held from 16th to 19th May, 2007 at Expo Centre, Karachi, the following procedure is prescribed to facilitate the clearance of goods to be imported: --

(a)  The Expo Centre (KEC), University Road, Karachi is declared as the Exhibition Site and Customs Bonded Area.

(b)  M/s. Pegasus Consultancy (PVT.) Ltd., the organizer, shall furnish necessary authorization / special dispensation in respect of goods imported from India which are otherwise banned for the purpose of importation in terms of prevailing import. Policy Order, 2006-2007.

(c)  M/s. Pegasus Consultancy (PVT.) Ltd. Shall issue Authorization Certificate for temporary import-cum-export in respect of each consignment imported for display in the above referred Exhibition.

(d)  Goods Declaration (GD) for Home-Consumption bearing title “5th Pakistan oil & Gas Exhibition 2007 (POGEE) & fire and Security Exhibition”, with complete description, quantity, value and leviable rates of duties and taxes, alongwith authorization certificate, invoices and packing lists shall be filed in the Customers service Center, Custom House / Air Freight Unit / Port Qasim, Karachi / Model ' Customs Collectorate, Custom House, Karachi for the clearance and data entry of goods imported for the subject exhibition.

(e)  The Appraising Group-VI shall make assessment on the basis of declarations and the above referred documents and shall process the Goods Declaration (GD) in terms of Chapter-9919(5) to the First Schedule of the Customs Act, 1969, under sub-section (2) of Section 80 ibid and Sr. No. 57 of Schedule-VI of the Sales Tax Act, 1990 without collection of advance income Tax. A bank guarantee from a scheduled bank shall be secured on consignment to consignment basis equivalent to duty and taxes so assessed by the concerned Appraising Group.

(f)   Containers numbers and Seal Numbers of the sealed container shall be verified at the port in case of containerized Cargo and marks & numbers will be verified in case Of goods contained in the packages. Removal of the goods the exhibition site shall be allowed under customs Escort.

(g)  The custom’s examination staff deputed for this purpose shall examine the goods 100% at the Exhibition site and make detailed inventory duly signed by representative of M/s. Pegasus Consultancy (PVT.) Ltd., with copy to the Appraising (Groups).

(h)  The Customs staff shall examine the goods 100% at the time of Export as per procedure in vogue at Karachi Expo Center (K.E.C) and shall verify with the inventory of the Exhibits. The inventory prepared shall be verified and signed by Customs Staff. The cargo for export shall be removed from K.E.C. under Customs Escort to the respective Port / Airport.

(i)    All the concerned Collectorates shall depute exclusive Staff for escort and a joint team for examination of goods (Imports and Exports) at the exhibition premises. However, the premises shall be supervised and manned by the Collectorate of Appraisement, Karachi.

(j)    The concerned Collectorate shall maintain a complete record of imports for “5th Pakistan Oil & Gas Exhibition 2007 (POGEE) & Fire and Security Exhibition”.

(k)  Leviable duty and taxes in' respect of goods consumes or retained would be deposited forthwith against the respective assessment by M/s. fine Services (CHAL No. 1534), Karachi.

(l)    The Customs Staff posted at Air Freight Unit (AFU), in the similar manner as mentioned above, shall process goods Declaration (GD) as per the declaration, pertaining to the goods to be imported by air.

(m)This order shall apply mutatis-mutandis at Collectorate of Port Qasim / Mode Customs Collectorate, Karachi.
