STANDING ORDER 1/2008

In order to ease congestion at the ports and facilitate transshipment to up country dry ports, it has been decided that no detention shall be made with respect to consignment for completion of procedural formalities when actual weight is found to be in excess of the declared weight subject to the condition that weight of the consignment should be entered in the system prior to the transshipment. The following steps need to be taken under the existing procedure:

i.              All TPs shall be stamped “Check for weight’ by the Import Section at Model Collectorate, of Customs Appraisement as well as Port Muhammad Bin Qasim.

ii.             All TPs consignment shall be weighed irrespective of the goods declared and the weight certificate shall be submitted to the P.O. Gate along with the Bill of Lading for cross checking and verification of the actual weight with the declared weight. Discrepancy found in weight shall be specifically mentioned on both the GD and the Final Gate Pass by the P.O. Gate While endorsing both documents and no further action taken at this stage.

iii.            The P.O. Gate shall check the seals on the consignment and endorse the Final Gate Pass and the TP. He shall also ensure that weight of the consignment as mentioned on the Final Gate Pass has been entered into the system by the KPO posted for this purpose to alert the concerned upcountry clearance Collectorates of the actual weight of the consignment.

iv.           M/s. PRAL shall ensure that the information regarding the actual weight of the consignment is made available to the clearance Collectorate through One Customs system.

v.            TP consignments shipped by Pakistan railways shall follow similar procedure and their details including weight of the consignment as found shall be entered in the system prior to loading on the railway freight carriage. 

2.         Model Collectorate of Customs Appraisement and Port Muhammad Bin Qasim shall ensure that loaded vehicles of the bonded carriers are allowed to proceed on their journey upcountry after the weight of the consignment has been entered in the system at lie exit gate.        3.                                               M/s. PRAL shall ensure that the information regarding all those TPs where actual weight of the consignment is found to be different from the weight declared is made availabelectronically to the Assistant/Deputy Collector of the Port of transshipment on a daily basi
