contravention cases are often poorly drafted 

It has been noted with concern that the Appraising Officers (AO/PA/AC/DC) keep case/CRN’s pending unnecessarily for several days before deciding whether to forward me same as a contravention case for the adjudication or not. When forwarded for adjudication these contravention cases are often poorly drafted. They not only lack in legal packing but at times are also faulty in material fact (particulars of the goods) resulting in the case being reverted for corrections. This trend is increasingly leading to delay in finalization of cases apart from causing a negative impact on trade facilitation and expeditious processing which is a hallmark of this Collectorate. 

2 With a view to ensure that all CRN’s /Cases are attended to in a timely manner; it has been decided that all cases should be acted upon by the relevant assessing officer within 24-36 hours and the matter should not be held up for want of action to any stage. It shall be the responsibility of the Incharge Assistants Deputy Collectors to make sure that no case requiring adjudication proceedings is held up under their jurisdiction. The AC/DC concerned with draw out the log at the end of each day before leaving office to make sure that or contravention case is pending in his/ her in- box or in the box of any Principal Appraiser. In exceptional cases the reasons for non-submission of the contravention report is to be brought to the notice of the Additional Collector concerned for discussion and further course of action, the following day. At the same time s will also be the responsibility of the Assistant / Deputy Collector (Group) to personally go through each contravention report and certify that all the relevant legal and procedural issues raised have been adequately addressed and that the assessment being made is duly supported with legal backing.
