GOVERNMENT OF PAKISTAN
MODEL CUSTOMS COLLECTORATE OF PaCCS
CUSTOM HOUSE, KARACHI.
No. MCC-FTO-44/2008-PaCCS Dated: 26-12-2008
OFFICE ORDER NO. 74/2008 PaCCS
SUB: BASIC COURTESIES FOR TAX PAYERS, ADVOCATES, CONSULTANTS ETC.
It has been noticed with great concern that despite specific instructions on the subject matter in some of the cases the taxpayers and advocates/ consultants have complained about the un-respective attitude on part of the officials/ officers of this Collectorate.
2. It recent past an advocate approached the Honoruable F.T.O. with a complaint (bearing No. 1843-K / 2008) that despite the fact that he has written six letters regarding enquiry about the status of adjudication of their case but not a single letter was responded / replied. After investigating the matter, the Honourable F.T.O., vides Findings/ Decision dated 05-12-2008, has recommended the following:-
(i) pay attention to the administrative problems highlighted in the complaint and generally experienced by the importers and exporters.
(ii) Whatever the level of automation achieved by the Collectorate, the role of the Customs officials working in the Collecotorate will be most crucial; the collector should take necessary action to improve the quality of service provided to the importers, exporters, their legal counsels, the clearing agents and their representatives, and any member of the public visiting the Custom House, on a sustained basis.
3. Taking into consideration the aforesaid recommendation it is reiterated to all concerned that the correspondence/ letter of the public which includes importers/ exporters, advocates/ consultants, clearing agents must be responded properly by the concerned officials / officers. In future any complainant in this regard would be viewed for taking disciplinary action under the relevant rules / procedure.
