STANDING ORDER NO. 02/2009 (Preventive)
SUB: Implementation of Global Container Control Programme
In order to implemental Global Container Control Program (GCCP) following procedure shall be observed at the Port Control Units established at EastWharf, KPT and Port Qasim:
a. The Port Control Unit at East Wharf, KPT and the one at Port Qasim will be run as pilot projects.
b. In-charge of each PCU not below the rank of Assistant Collector/Deputy Collector will be provided one user ID and one password of One Customs System and of PaCCS to access Import/export manifest data.
c. Each of the concerned Collectorates will nominate an officer not below the rank of Assistant Collector for-co-ordination with PCU
d. PCU Staff will analyze the manifest data of imports and exports containers with respect of following major parameters:
· Whether container is registered with International Bureau of Containers (BIC); an organization with which all containers of the world are registered.
· Routing of container and vessel.
· History /record of consignor and consignee
e. At the end of the day each PCU staff shall prepare a report of manifests analyzed during that day is following format and submit it to in-charge PCU:

f. Containers found to be carrying risk with respect to narcotics, pre-cursors and falling within brown parameters of mis-declaration will be identified by PCU staff.
g. Information of all container/consignments found to be risky will be compiled by staff of PCU in following format on daily basis.

h. In-charge PCU will send information on suspected containers on abovementioned format to the nominated officer of Collectorate through e-mail as well as courier service.
i. The process of de-sealing and examination of suspected container be carried out jointly by examination staff or respective Collectorate and PCU staff.
j. In case a discrepancy is found the respective Collectorate will take necessary action.
k. Report of outcome of examination of selected containers will be prepared in the following format and signed both by in-charge PCU and nominated officer of Collectorate

l. In case of suspected container is found to be desired for an upcountry dry port under TP, its information will be passed on by in-charge PCU to the concerned Collector through email as well as courier service. The outcome of examination of selected container at upcountry dry-port shall be communicated to the in-charge of PCU through e-mail.
m. Monthly report on performance of PCU will be sent by Contact Point to Focal person in FBR in following format:
