STANDING ORDER NO. 03/2009 (Preventive)
SUB: Procedure for payment of container seals for Pakistan Customs Container Security System.
In pursuance of SRO-340(I)/2009 dated 16th April, 2009 read with Federal Board of Revenue’s letter C.No. 10(18) L&P/02-2 dated 18th April, 2009, following procedure for payment of fee for the issuance of Seals under the Pakistan Customs Container Security System notified vide CGO-04/2007 dated 31st March, 2007, is hereby prescribed, for information and compliance of all concerned:
2. Federal Board of Revenue vide SRO-340(I)/2009 dated 16th April, 2009 has levied fee of Rs. 300 (Rupee Three hundred) per seal.
3. The importer/exporter, their agent or the respective Customs Bonded Carrier, as the case may be shall deposit the requisite amount of fee for each seal in the designated branch of National Bank of Pakistan under Head of Account B-02004 (Others) through CPR. If for some reasons, it has not been able to deposit this fee through CPR, he may deposit this amount in the same head of account through separate challan in the aforesaid bank owing to the number of seals required to be affixed.
4. In case of Bulk/LCL cargo being transported through Pakistan Railways or trucks the importer/exporter or their authorized agent shall deposit the amount of fee to the equal number of seals to be affixed on railways wagons or containers to be stuffed and required to be sealed.
5. To focal point officer shall ensure the realization of fee for required number of seals to be affixed prior to the issuance of Form “A” and enter/feed complete data in computer system.
6. The stock position viz a viz receipt of payments shall be reconciled and sent to Administration Branch Preventive Collectorate while making requisitions for fresh seals. SPS PCCSS HQ (Monitoring Cell) shall be responsible for reconciliation of all such data with all the focal points in Karachi. All other Customs Collectorate shall nominate a focal person for this purpose who shall be responsible for making requisitions as well as reconciliations to Administration Branch Preventive Collectorate.
7. Incharge Administration Branch Preventive Collectorate shall carryout the reconciliation of seals issued/used and the payment received on quarterly basis by generating statements feeded by all focal points of PCCSS.
8. This procedure is to be exercised with immediate effect at each and every focal point (entry) all over Pakistan. Every focal point may reconcile their available seal stock position with Administration Branch Preventive Karachi before any fresh required stock of seals by them.
