The Finance Act, 2008 vide proviso to sub-section (I) 155F of the Customs Act, 1969 has empowered Collector of Customs, to suspend unique user identifier to any person forthwith in exceptional circumstances or on receipt of any complaint/ information about violation of any provision of the Customs Act, 1969.it has, however, been noticed that sudden suspension of unique identifier also results in problems not only for the importer but also for the Collector to process the consignments in pipe-line for clearance.
2. With a view to streamline the procedure and to tackle this situation; it has been decided that the import consignments in pipeline for which cargo declaration (IGM) have been filed on or before the embargo is placed in terms of proviso to Section 155(F) of the Customs Act, 1969, may be processed and the such consignments will be examined through the staff of R&D Section of this Collectorate.
3. In Case of any problem in the processing of such consignments; the importer may approach the Additional Collector (Incharge R & D) for resolution of problem, on case to case basis.
