STANDING ORDER NO. 03/2010-(A)

SUB:  CLEARANCE OF VEHICLES FROM PORT AREA

            In pursuance of the Hon’able High Court of Sindh’s Judgment dated 21.06.2010 in CP No. D-1861/2010, following additional procedure is stipulated for clearance of imported vehicles: -

(i)          The authorized clearing agent shall file a Goods Declaration online, as per existing procedure and after obtaining a hard copy of the GD, present import documents as per Public Notice No. 13/2006 dated 10.07.2006;

(ii)           The Clearing agent shall at the time of physical examination of the vehicle, present the prescribed import documents to the examining officer along with an additional declaration on the annexed ‘From-A’ in triplicate, showing details of the imported vehicle, the owner’s name into whose custody the vehicle is to be released, the temporary-registration number issued by the Excise & Taxation department, CNIC number and driving-license of the driver who will drive the vehicle from port area. The examining officer shall sign the ‘Form A’ duly attested by Principal Appraiser (Wharves/Terminal);

(iii)         The clearing agent after fulfillment of all the formalities of payment of duty, taxes/port charges etc. shall deliver the ‘Form-A’ the triplicate to EO/AO posted at the wharves/terminals (exit gate), the EO/AO posted at exit gate shall ensure that the vehicle is let-out from the gate with temporary-registration plate by the driver as mentioned on the ‘Form A’ and record its particulars into a Register’ maintained for the purpose and also enter the same in PRAL database;

(iv)        The original copy of the ‘Form A’ shall be retained at exit gate with the customs copy of the GD to be forwarded to Audit Section as per prevalent procedure. The duplicate copy of ‘Form A’ shall be retained by the Port Authorities/ Terminal Operators for their record and information thereto will be provided to customs authorities whenever required. The triplicate copy of ‘Form A’ shall be retained by the authorized clearing agent for their record;

(v)          Port authorities/terminal operators shall ensure that vehicle to be delivered shall have temporary-registration number plate and will drive out from the port area by a person whose particulars are detailed in ‘Form A’;

(vi)         The principal Appraiser (Wharves/Terminals) shall ensure strict implementation of this procedure
