STANDING ORDER NO. 01/2011 (WeBOC)-PQ 

     In pursuance of the minutes of the meeting held on WeBOC issues on 14th October, 2011 at Port Muhammad Bin Qasim Karachi approved by Board vide letter C.No. 1(5)RIA/2011 dated 2nd November, 2011 following instructions regarding gate out of WeBOC import consignment through WeBOC-Gate, QICT are hereby issued for compliance by all concerned;-

1.            All Home Consumption consignments cleared through WeBOC shall be allowed exit form QICT through while PaCCS gate (new WeBOC Gate) to be managed exclusively by M/s. DP World as was done in PaCCS prior to 23.09.2011.

2.            All ‘One-Customs’ cargo including transshipment, Transit, Bonds, Bulk etc and Inter/inter port cargo will continue to be released by Preventive Staff posted at ‘One-Customs’ exit gate.

3.            Different colored gate passes shall be issued by M/s. DP World for WeBOC and Non-WeBOC consignments.

4.            As done previously under PaCCS, weighment of WeBOC containers shall be done only at the time of grounding/examination as there will be no physical customs presence at WeBOC exit gate. The consignment requiring 100% weihgment shall also be weighed at the time of grounding/examination; Assistant Collector (Examination) shall provide a list of items (with HS Code) to M/s. DP World requiring mandatory weighment at the time of grounding. The weighment slips of the sold consignments shall be provided by M/s. DP World to the examination staff nominated by Assistant Collector (Examination).

5.            Preventive Staff will not interact with importers, clearing agents and which drivers etc at the WeBOC gate.

6.            M/s. DP World shall provide stamped copies of the gate passes to the Preventive Gate Staff on daily basis. The preventive Staff will feed the information of the gate passes in the WeBOC system after verifying the particulars from the WeBOC system. Any container/gate-passes that is not verified by the WeBOC system will immediately be brought to the notice of Assistant Collector (Preventive) by the Preventive Staff.

7.            M/s. DP World shall also reconcile the date of gate out Home consumption consignments released through PaCCS gate (e-gate) with OIU Branch on weekly basis.

8.            M/s. PRAL will develop as early as possible, electronic exchange of information between DP world and WeBOC system for uploading of information of WeBOC consignments gate out by DP world for proper electronic reconciliation thereof.
