OFFICE ORDER 02/2011
In order to facilitate speedy clearance/Ex-Bonding of warehoused consignments, the following procedure is hereby ordered:
i) All those Ex-bond Goods Declarations, which are filed against into-bond Goods Declaration where neither any provisional assessment was ordered nor endorsement regarding confirmation/recheck of any aspect prior to ex-bond has been made, nor any exemption are claimed other than those claimed at the time of in-bonding, shall be assessed electronically under the Computerized Auto Clearance System.
ii) The above categories of Goods Declarations, after processing by the authorized customs agent/ importer shall process the GD and present the same in the cash section for payment and signing out of charge. The computer section shall send a consolidated statement of all such GD’s to the respective groups for their record and Post Import Audit.
iii) The Appraisement Group shall ensure that all the into-bond (IB) GDs are treated like GDs filed for Home Consumption and all aspects related to valuation, assessment, admissibility of Exemptions claimed, port weightment slip and quota debiting etc, are thoroughly checked at the time of into-bond. In case a gap between gate out time of Port/Terminal and gate in of Bond is more than 24 hours, a pop-up message will be auto-delivered to P.A. (Bonds) for necessary action.
iv) The system shall randomly select the GDs for manual processing based on profiling and laid down risk management criteria.
v) All relevant conditions mentioned in CGO 3 of 2004 shall apply for the purpose of subject automated clearance of Ex-Bond Gds.
vi) This Office order shall take effect from 23.05.2011.
