Standing Order No. 01/2011-Exp/HQ
SUB: Procedure for export of goods at M/s. Fast Track Projects & Logistic (Pvt.) Ltd, Port Muhammad Bin Qasim, Karachi.
M/s. Fast Track Projects & Logistics (Pvt.) Ltd has setup Container Freight Station (CFS) at plot No. W-3/1, N.W. Industrial Zone, Port Muhammad Bin Qasim, Karachi. Federal Board of Revenue has notified the said CFS for handling of import and export cargo vide notification SRO.194(I)/2011 dated 09.03.2011 read with Board’s letter C.No.11(2)/T&W/99 dated 07.07.2011. Model Collectorate of Customs, Port Muhammad Bin Qasim has prescribed procedure for handling import cargo vide its Standing Order No. 02/2011(PQ) dated 26.05.2011 (C.No. SI/MISC/05/09-Estt(PQ)/1477). Following procedure is hereby prescribed for regulating day to day business at the terminal for handling less than container load (LCL) goods or in loose from:
2. M/s. Fast Track Projects & Logistics (Pvt.) Ltd shall provide for following:
(i) One entry and exit gate with Gate Office for Customs Divisional staff.
(ii) Well lit covered sheds as well as open yard for containers with continuous supply of electricity.
(iii) Office accommodation for Customs Office and staff of MCC – Exports under section 14-A of the Customs Act, 1969.
(iv) Firefighting equipment essential for CFS.
(v) Separate area for “dangerous goods” located at least 100 feet away from spaces meant for normal cargo.
(vi) Weighment scales duty certified by the Department of weighment and measures.
3. Following procedure shall be applicable for GD filing and processing:
(i) GD filing by the Exporter/Clearing Agent
a. All GD meant for export shall be filed in Customs Computerized System, known as “WeBOC”. Those exporters and their duly authorized clearing agents who have already obtained Login IDs in WeBOC shall be eligible to file GDs in “WeBOC”.
b. All GDs filed in “WeBOC” shall automatically be marked by the system to Customs Divisional staff posted at the entry Gate of the CFS.
(ii) Responsibilities of CFS
a. After examination by the Customs examination staff, it shall be the sole responsibility of the CFS to ensure that such goods are stuffed in containers properly and in no case their status is changed in any manner, without prior approval of Customs.
b. All shipping containers shall be sealed by the CFS in the presence of Customs Staff.
c. CFS shall make proper lighting arrangement for examination of goods at night if so required.
d. CFS shall submit a monthly report to AC/DC (E) concerned, showing the detail of cargo/consignment which remain un-shipped after lapse of one month of their Pass-in.
e. In case CFS fails to submit monthly report or point out any unshipped cargo then it shall be presumed that there is no unshipped cargo. In case of violation, legal action shall be taken against CFS.
(iii) Pass-In at CFS Gate
a. After arrival of cargo at CFS Gate, the Customs Divisional Staff posted at entry gate shall verify and confirm following information in WeBOC system:

b. After confirmation of aforesaid information, the consignment shall be allowed “Pass-In” by the Gate staff into the premises of CFS.
(iv) Arrangement for examination by CFS Staff
After Pass-In of export cargo into the premises of CFS, GD will automatically be marked to Examining Officer (EO) and CFS for assignment of physical location to the consignment. After submission of location against the GD by the CFS staff, the Examining Officer (EO) shall view location of consignment and initiate the examination process.
(v) Processing by Customs Staff
a. The Examining Officer (EO) will perform examination of the export cargo and after completion of the examination, the concerned EO shall feed report in WEBOC against each consignment /GD. If the Examining Officer (EO) deems it necessary, he may mark any GD to Drug Enforcement Cell for drug check.
b. All other procedures relating to Customs processing which includes “Assessment” by Appraising Officer (AO) and “Allow Shipment” by Principal Appraiser (PA) shall be followed as are prevalent at other exporting stations within the jurisdiction of Model Custom Collectorate of Exports.
(vi) Container stuffing by CFS Staff
(a) After association of GDs and completion of Customs formalities, CFS staff shall arrange stuffing of each container in the presence of representative of CFS, shipping Agent and Examining Officer (EO).
(b) After stuffing of container, it shall be sealed in the presence of EO who shall conduct physical verification of the seal and make necessary entries in the system.
(vii) Pass-Out from CFS by Customs Divisional Staff
a. After completion of all processing formalities by the Customs, the container will automatically be marked by “WeBOC” system to Customs Divisional Staff posted at Gate for allowing removal of container from CFS to QICT.
b. Customs Divisional Staff shall verify container number and its status in WeBOC system and enter seal number, vehicle number and remarks, if any, and shall allow “Pass-Out”
c. Customs Divisional Staff, after allowing Pass-Out in “WeBOC” system, shall also issue printed slip which will be presented to the Customs Divisional Staff posted at the QICT export gate.
(viii) Pass-In at QICT by the Customs Divisional Staff
a. Upon arrival of the container(s) at QICT, the Preventive officer will verify the container number, seal number, vehicle number and Gate-out date as printed on the slip from WeBOC system and allow Pass-in of the container.
b. After Pass-In of the container by the Customs Divisional Staff at QICT, the container will automatically be marked to Terminal Operator for loading on the vessel.
c. After sailing of the ship, the shipping line shall submit Mate Receipt (MR) against the respective GDs in the system.
