SUB: Procedure for Affixing of Mate Receipt (MR) Number at KEPZ
Rule 227 of Customs Rules, 2001 (SRO 450(I)/2001 dated 18.06.2001) provides that goods from Tariff Area required for further processing in a Zone shall be admitted after completion of export formalities which are normally observed under the relevant notifications. For the purpose of sanction of duty drawback Mate Receipt Number and date are of vital importance as it is taken as a proof of sailing of the vessel on which goods are shipped. Since the goods supplied from Tariff Area to Zone are not shipped abroad, Mate Receipt Number and date cannot be provided by the exporters and their duty drawback claims are delayed inordinately.
2. In order to regulate the affixing of MR number and date on consignments supplied from Tariff Area to Zone, following procedure is laid down:-
(i) Goods Declarations of all consignments supplied from Tariff Area to Zone, whether rebate-able or not, shall be affixed with a distinct Mate Receipt Number at EPZ Gate by Preventive staff posted at EPZ Gate.
(ii) In order to distinguish EPZ MR Numbers from those of export on vessels, distinct MR Number with prefix of KEPZ shall be allotted. Numbering scheme of MR Numbers shall be sequential having six digits which shall start on 1st July of each year and end on 30th June of next year. Two digit year shall be added to the end of MR Number. Example KEPZ-000001/11.
(iii) Preventive Staff posted at EPZ Gate shall affix MR Number on GD after completing export procedures of “Passed-in”, “Examined”, “Assessed” and “Allowed Shipment” by the Principal Appraiser, EPZ.
(iv) MR. Number for all those Goods Declaration (GD) against which export was effected before February 23, 2011 shall be allowed after prior approval by Assistant/Deputy Collector, MCC-Exports Karachi on the request of exporters on their letter-head after due verification of Customs records.
(v) Date of “Allow Shipment” shall be treated as the date of MR.
(vi) MR shall be affixed immediately after completion of Customs procedures. However, in case of any error or omission, MR can be claimed within thirty (30) days from the date of “Allow Shipment”.
(vii) After MR feeding in PRAL Customs clearance system, exporters copy and Customs copy shall be stamped with MR. Exporters copy shall be handed over to the clearing agent and Customs copy shall be retained in the MCD at KEPZ.
(viii) SPO, EPZ Gate will affix MR stamp bearing MR No. & date of affixing MR, date of Allow shipment, signatures of SPO and such endorsement shall be embossed with a special seal bearing the words “KEPZ”.
(ix) MR stamp shall be affixed on the inverted side of the Goods Declaration, Gate Pass duly stamped by EPZA and exporter’s copy of GD.
(x) In addition of feeding in PRAL maintained Customs clearance system, the Preventive staff shall also make all entries in manually maintained MR Register in the following format:
