OFFICE ORDER NO. 08/2011-(T)
SUB: PROCESSING OF GOODS DECLRATIONS (G.D) RELATED TO “MISCELLANEOUS GOODS” IN MCC PaCCS.
In order to curb malpractices in declarations and wrong self-assessments in filing of Goods Declaration for consignments of “Miscellaneous Goods” it ha been decided that all “Miscellaneous Goods” consignments” will, henceforth, be examined thoroughly by the Examination Staff under the supervision of the Deputy/Assistant Collectors (Examination). The Deputy /Assistant Collector (Examination) shall while marking cases for processing retain records of each such miscellaneous goods’ consignments and a hard copy of the examination report will invariably be sent to Deputy/Assistant Collector (R & D Section) immediately. The Assistant Collector/Principal Appraiser (R&D Section) shall monitor such cases and conduct surveillance in respect of such consignments. The processing officers/group shall ensure adjudication and legal proceedings for penal action in all cases of attempted mis-declaration/evasion of revenues.
2. The Deputy/Assistant Collectors (Examination-KICT, PICT QICT) are directed to ensure compliance and coordinate with the Assistant Collector (R&D Section & MIS) in this regard. The Deputy /Assistant Collectors (Amendment Groups) shall ensure that no Goods Declaration (GD) of miscellaneous goods is assessed without examination.
3. It must, however, be ensured that genuine trade flows are not hindered.
