CIRCULAR NO. 09/2011-(A)
SUB: PROMPT FEEDING OF THE EXAMINATION REPORTS ASSESSMENT AFTER GOING THROUGH THE REPORT FED IN SYSTEM AND QUICK GATE OUT OF CONSIGNMENTS.
It has been observed with concerned that some unscrupulous importers with the action connivance of their customs agent and custom staff, attempt to clear the imported consignment by mis-declaring the description, quantity, value, origin, PCT etc with the view to deprive national exchequer from its legislative revenue. Modus operandi for this offence include non feeding of examination/assessment and Cash deposit reports at proper time in the system. All these entries are made simultaneously and goods are taken out of gate immediately. This entire process is completed within 4-5 hours.
2. In order to plug this type of revenue leakage, it is circulated for compliance of all concerned that henceforth:
i) Endorsement of examination report on reverse of the GD be made simultaneously with feeding in the system right away; and
ii) Assessing officer at Group level may not complete the GD manually without going though the examination report available in the system. Feeding of the assessment in the system will be ensured immediately on completion of the GD.
3. The concerned Deputy/Assistant Collectors shall monitor the compliance. Action will be initiated quickly against the delinquent in case non-compliance is noticed and reported to the respective Additional Collector.
