CIRCULAR NO. 21/2011-MCC-A
A meeting was held in the office of the Collector (A) on 15.12.2011 at 11.00 a.m, which was attended by the Deputy Collectors/Assistant Collectors and Additional Collector, Examination and Assistant Collector (Group-IV)/ Additional Collector of Group-III as a follow-up of previous meeting held on 30.11.2011 and 13.12.2011 with special focus on “Developing templates to standardize Examination Reports. In consequence of deliberations, following decisions were taken:
i) Examining Officer appointed at Gates and Weighbridges of Sheds will ensure that proper weight is carried out at delivery stage especially with regard to consignments having very low weight per container e.g. less than 25 MT/ 20 feet container in case of iron and steel standard items.
ii) Examination Orders given by the Group will be invariably modified to reflect the percentage of examination as minimum, such as 5% or 10% empowering the Deputy/Assistant (Examination) to examine as much percentage as they deem fit to correctly ascertain description PCT, brand, I/O etc.
iii) Assessment Groups shall exercise extreme restraint in calling samples of such items, whose samples are prone to abuse e.g. garments, books, items in containers of miscellaneous goods like watches, camera etc. it shall be the responsibility of the examination staff to identify and give all such possible particulars on the examination report which are supposed to be checked by the Group from samples.
iv) Usually Examination Order stamped by Groups start by addressing EO, AO, PA etc. Same will be done away with immediately.
v) Examination orders carry instructions like “Please confirm description, quality, material, size, origin, brand, quantity, weight in the light of invoice and packing list. The underlined portion i.e. in the light of invoice and packing list be omitted empowering examination authorities fully to conform and write what they have examined. The presence of these instructions limits their examination skill by pegging with invoice and packing list.
2. The Office Orders, Public Notices etc. issued previously shall be deemed to be modified accordingly up to the extent of above discussions.
3. The Circular is being issued with the approval of worthy Collector (A).
