OFFICE ORDER NO. 71/2011-Estt (A)

            In order to facilitate the trade ensuring expeditious processing of GDs in a transparent manner by streamlining the process flow and resolution of disputes promptly, Monitoring & Review Group (MRG) is hereby established with immediate effect. The MRG shall be housed at 4th Floor, Custom House, Karachi.

2.         The Group shall comprise of one Assistant/Deputy Collector, one principal one Appraiser, two Ministerial Staff and one KPO.

3.         The following administrative measures are being prescribed for smooth functioning of MRG:

i.              The receipt and delivery of GDs shall be processed in accordance with Office Order No. 69/2011-Estt (A) dated 19.04.2011.

ii.            The GDs under dispute such as classification, valuation, admissibility of SRO and importability which could not be resolved at Group level or by Assistant/ Deputy Collector, shall be referred to Monitoring & Review Group. The appraising group shall after recording the objection in One Customs System, shall refer such cases to Assistant/Deputy Collector, Incharge of MRG. A summary of objection in the form of a memo shall also be provided to clearing agent or the importer.

iii.           On receipt of GDs in MRG, the contention of Group/Importer shall be heard and dispute shall be decided the same day, after giving due consideration to valuation aspects, previous classification decision (if any) of similar products or any other decision and practice prevalent in groups. In this regard, a Committee comprising Assistant/Deputy Collector Incharge of MRG, Assistant /Deputy Collector and a Principal Appraiser nominated by Additional Collector-MRG shall conduct hearing proceedings. The timing of hearing will be 11:00 a.m.-01:00 p.m. & 2:30 pm.-4:30p.m.

iv.           The GD shall be referred to concerned Group which will follow the recommendations of MRG and complete the GD accordingly. The decision made by MRG shall also be fed in One Customs System.

4.         Notwithstanding the above process flow, the appraising Group shall also continue to follow the Public Notices/ Circulars/ Standing Orders/ Classifications Rulings /Valuation Rulings in field for the purpose of processing of GDs.

5.         This issues with the approval of the Collector (A).
