SUB: SOP FOR ISSUANCE OF WeBOC UNIQUE USER ID
All importers, exporters, Customs agents, shipping lines / agents, privileged persons/organizations etc., require a User-ID for clearance of their cargo using access WeBOC System. The WeBOC User ID, once issued can be operated from anywhere via internet. Individual and especially Institutional users must exercise great care in security and control on the user ID as misuse may entail severe prosecution under law as well as recovery of Govt. dues.
2. The USER ID office has now been centralized in MCC PaCCS, Custom House Karachi, and all applications are to be sent here for processing. Personal appearance of applicants before issuing officer is mandatory and out of city applicants may appear in the designated offices in Customs Collectorates of jurisdiction w.r.t. their business address.
3. Hence to facilitate the trade & Industry, and bring better understanding in terms of Rules 424 to 431, Sub-Chapter II, Chapter XXI of PaCCS, and smooth issuance of user-IDs to applicants while maintaining a strict vigil, the following Standard Operating Procedure is intimated to all concerned:
4. The applicant shall file an application duly filled in the prescribed Form (Annex-1) (The Form can be downloaded from web Iink http//www.weboc.gov.pk) along with essential documents and a pay order of Five Hundred Rupees (Rs. 500/-) in favour of Collector of Customs.
5. The application is to be sent to the -Deputy/Assistant Collector (Registration)-MCC PaCCS, Custom House, Karachi at least fourteen (14) days before expected filing of GD, as procedure for issuance of WeBOC User ID may involve physical verification as well as essential online verifications for CNIC, NTN, STRN etc. in addition to the compulsory personal appearance.
6. Following is the list of mandatory documents & actions required for acquiring WeBOC User ID, and must be brought at the time of personal appearance;
a) Original Taxpayer Registration Certificate (previously known as NTN (or FTN), with endorsement “Registered for Sales Tax w.e.f.”.
b) Original Sales Tax Registration Certificate with STRN unless the Taxpayer Registration Certificate (as above) has the Sales Tax endorsement.
c) Original License (in case of Customs/ Shipping Agent etc.)
d) Original Computerized National Identity Card of individual/partners of firm / directors of a company/ or of authorized persons of a government department/ embassy or an international organization etc., as the case may be.
e) In case of Government, Semi-Government, Embassies, AOP, Companies etc. Original letter of authority and nomination in favour of authorized person, signed by the Principal Officer of the organization, company/AOP etc.
f) Original Agreement /Articles of AOP; Original SECP incorporation, certificate; Original Trust Deed in case of a Trust as applicable.
g) Authority letter in favour of authorized person, issued by head of government department, embassy or International Organization etc., as the case may be.
Note: (i) Not being on the active taxpayer list is automatic disqualification.
(ii) User ID officer has discretion to reject or review applications where it is felt that the applicant/authorized person is not capable to operate the WeBOC software or is of unsound mind.
7. The applicant shall appear in person before the Deputy/Assistant Collector (Registration) along with originals of above mentioned documents. Purdah observing ladies may request for a female customs officer to be present and/or conduct the proceedings. An invalid person can request for priority and/or facilitation as approved by the DC/AC at his discretion but personal appearance, cannot be waived off.
8. Deputy/Assistant Collector (Registration) shall take digital snapshot of the applicant as an evidence of the personal appearance and shall make it part of the manual/electronic record. Where the personal appearance is in other than MCC PaCCS, Karachi, the authorized officer Deputy/Assistant Collector in the Collectorate of relevant jurisdiction shall issue a letter (in form-B copy enclosed) addressed to Deputy/Assistant Collector (Registration) MCC PaCCS, Karachi alongwith digital snapshot of the applicant taken at time of his personal appearance.
9. The Collectorate of relevant jurisdiction may also conduct physical verification of the business premises prior to such verification, if deemed necessary, on their own and shall also do the same if required by the concerned officer of MCC PaCCS. This verification letter will be faxed as well as sent by designated email address of authorized officer of Collectorate of relevant Jurisdiction, to designated email address of Deputy/Assistant Collector (Registration) MCC PaCCS, Karachi. All the Collectorates shall communicate names of their authorized officers and designated email addresses for this purpose to Collector MCC PaCCS, Karachi and keep these updated to avoid public inconvenience. It should be understood that periodic changes in passwords and other security measures are required to be undertaken by the concerned officers.
10. On receipt of the prescribed documents in the Registration Section of the MCC PaCCS. The section will make a file, check for the presence of all the papers and put up the application to the AC/DC in charge. Deputy/Assistant Collector (Registration), will run a validation check for verification of the particulars of NTN/FTN and STRN in FBR database through his ID in WeBOC System. He will also obtain online verification of CNIC by using NADRA VBRISYS available in his office and will, upon satisfaction that the applicant fulfills the criteria will feed the particulars into the WeBOC System.
11. On confirmation of the authenticity of the said documents, a system generated user- ID/password will be directly sent to the email address of the applicant given in the NTN of the applicant. (As a check WeBOC System may periodically require change of password already fed in the system by Users and will send intimation on the email address of the applicant prompting them to do this).
12. In case any discrepancy is detected or reported in the particulars of the NTN or STRN certificates e.g., name, address, email address, active/blacklisted status during online verification by Deputy/Assistant Collector (Registration), the applicant will be informed of the same for correction at his end through e-mail. After addressing the objection/discrepancy the applicant shall submit supporting documents in the Registration Section, if required. Thereafter, the particulars will be fed into the system again by Deputy/Assistant Collector (Registration). On validation of these rectified particulars, WeBOC System generated user-ID / Password will be sent to the email address of the applicant shown against his NTN.
13. De-Activated user ID: USER ID holders are required to keep updated their particulars, addresses etc. entered at time of issuance. WeBOC system deactivatesa USER ID
(i) if it remains dormant, meaning if no import/export CD is filed, usingthis User ID,for more than six(06) months from date of issuance or from date of last filed GD.
(ii) In case a WeBOC User ID holder ceases to be an Active Tax Payer in FBR’ s online Active Taxpayer List (ATL). The de-activated user ID will not be automatically restored even if the user ID holder is subsequently placed back on the ATL.
In all cases of de-activation, an application for re-activation of User ID is required to be sent to Deputy/Assistant Collector (Registration) and will require a personal appearance. The DC/AC who may get a check be made on the importer profile in the WeBOC RMS and other checks as per his satisfaction which may extend to complete re-check of documents as required for initial issuance. M/S PRAL will conduct an auto check on weekly basis by co-relating NTNs of WeBOC User ID holders with FBR’s online Active Taxpayer List for this purpose.
14. LOSS OF USER ID/PASSWORD:
In case an applicant reports loss of user-ID and /or password, the same shall be dispatched on email address given in the NTN, by Deputy/Assistant Collector (Registration), after perusing the original documents required at the time of registration andrecording personal presence. In case of applicants pertaining to upcountry, personal appearance of the applicants along with original documents required at the time of registration, shall be recorded by authorized officer in the Collectorate of relevant jurisdiction. However, in case applicant applies for change in email address mentioned in his Taxpayer Registration Certificate/NTN, in addition to resending of user-ID/password, the applicant shall apply to concerned RTO for the same, and changed email address successfully fed against NTN, shall be communicated to Deputy/Assistant Collector (Registration) by the applicant who shall synchronize the updated data by using “Synchronization Trader Details” module. On being satisfied that email address has been changed by the FBR/RTO on request of the applicant, he shall subsequently resend tine WeBOC User ID’s password from his ID through the WeBOC System to the applicant’s newly fed email address.
15. There is no provision in the WeBOC System to cater to provisional registration and USER ID. No waiver is to be given for:-
(i) Personal appearance
(ii) Original taxpayer registration certificate with endorsement of Sales Tax ( or NTN and STRN)
Only in cases of emergency, on specific written permission with reasons to be recorded by Additional Collector Incharge, a single use User ID may be issued provided a written personal guarantee by an authorized office holder of the Chamber of Commerce and Industry or the Karachi Customs Agents Group is placed on record.
16. The Registration Section shall retain hard copies of the mandatory documents submitted alongwith the Applicant Form of each user-lD in safe custody. Appraising Officer(Registration) shall be responsible for safe keeping of record in Registration Section.
17. The Collector MCC PaCCS may suspend any User ID at anytime that it is deemed necessary to do so in the interest of the state and/or exchequer, on his own discretion or on the recommendation of any Collector of Customs/ Director of Intelligence & Investigation.
18. In case an applicant applies for cancellation of his User ID in writing after recording his personal appearance along with essential documents for registration, the request along with manual record maintained in Registration Section of MCC PaCCS shall be forwarded to Audit Section, MCC PaCCS. On completion of audit within fifteen (15) days the Deputy/Assistant Collector (Audit) will make necessary recommendation to the Deputy/Assistant Collector (Registration). Subject ID shall be cancelled by Deputy/Assistant Collector(MIS) on recommendation of Deputy/Assistant Collector (Registration). Deputy/Assistant Collector(MlS)after cancellation of WeBOC User ID in the system shall return the complete manual record along with cancellation report to Deputy/Assistant Collector(Registration). This updated manual record shall be kept in safe custody in the Registration Section for at least three years after cancellation of the WeBOC User ID.
19. This issues with the approval of the Board vide letter C.No. 1(1) PS(MC)/2011/112444-R dated August 17,2012.
