SUB: Procedure for blocking and deblocking of NTN of defaulting company
In order to ensure that blocking and de-blocking of “NTN" of defaulting company/importer/ exporter is made accurately in the system and to avoid blocking of NTN without proper scrutiny of credentials of the defaulter, the following. procedure shall be followed by the concerned section:--
i) The competent authority for allowing blocking and de-blocking of "NTN" of defaulting company shall be an officer not below the rank of Additional Collector of Customs.
ii) The blocking and de-blocking of NTN shall be carried out by Bond Section in cases under One Customs and by R&D Section in case of WeBOC.
iii) On receipt of recommendations for blocking end de-blocking of "NTN", it must be carefully ensured that the particulars of the defaulting company as per referred to blocking documents e.g. name, address, NTN, STRN and other details match with the said details appearing in the system so that any blocking/ de-blocking is not carried out just because of identical/ similar names.
iv) In case recommendations for blocking is received from any other Collectorate, the same shall be forwarded by the concerned Group to Bond and R&D Section on a separate file so that record of case is maintained in Bond Section for future reference and subsequent action.
v) A photocopy of record wherein the approval has been granted shall be maintained by the Bond Section/ R&D Section respectively. Whereas, the original record shall be maintained by the concerned Section/Group.
vi) The concerned section/group shall ensure issuance of notices to the defaulter informing him that his NTN has been blocked anti mentioning grounds of such blocking.
