Office Order No. 04/2013
In pursuance of the Project Director office letter No, WeBOC/Roll Out development /121/2013 dated 26-06-2013 and to implement the system of One Custom in Model Custom Collectorate (Appraisement-East), Custom House, Karachi, for goods excluded from the purview of the WeBOC system, the following guidelines are being issued to facilitate trade vis-a-vis smooth processing of the goods dedication filed in the One Customs system, namely:--
Filing of Goods Declaration;
The Goods Declaration shall be filed by the importer in One Customs as per practice in vogue. The Assessment Group shall endorse the examination order on the reverse of the Goods Declaration requiring shed staff to conduct examination of the goods. The shed staff on receipt of the Goods Declaration shall enter its particulars in the register after which Principal Appraiser Shed shall mark the Goods Declaration to an Appraiser/Examiner for examination. After endorsing the report and completion thereof, the Goods Declaration shall be sent to the Assessment Group. The Assessment Group after checking all aspects shall finalize assessment indicating payable/leviable duty and taxes, The P.A Group shall then mark the Goods Declaration for out of charge.
Thereafter, the Goods Declaration shall he endorsed to the Cash Branch to collect the duty taxes as per assessment: by the Group, After completing its formalities, cash branch shall assign a cash number to the Goods Declaration and send it to the Bank. The Bank shall collect the assessed amount of duty and taxes and then the same shall be sent to the Accounts Section which shall mark the Goods Declaration out of charge.
In case the importer/ clearing agent opts for filing the Goods Declaration under the second appraisement system, the Goods Declaration shall be presented to shed staff for examination after completion of Custom House formalities i.e. finalizing assessment, allotment of Cash Number, payment of assessed taxes, out of charge etc. The shed staff shall proceed to examine the cargo and if goods are found as per declaration assessment shall allow clearance of goods or in case of any deficiency shall endorse it to Group for further legal action.
Bank Guarantee Section:
The bank guarantee section shall be housed at the front desk of the Model Customs Collectorate (Appraisement-East) to deal with the pay orders/securities bank guarantee/ indemnity Bond required under the Customs Act, 1969, exemption concessionary notification. The existing office eorders, circulars and Public Notices presently observed In One Customs, in erstwhile MCC (Appraisement) regarding securities shall be observed in letter and spirit.
Cash Section:
The cash section of MCC (Appraisement-East) will be co-located in the same premises with MCC (Appraisement-West) in respect of Goods Declarations processed in One Customs. Ail the circulars, office orders and Public Notices in field in the previous MCC (Appraisement) regarding Cash Section shall be followed.
Accounts Section:
The accounts section created in MCC (Appraisement-East) shall be on the same pattern of the erstwhile MCC (Appraisement) and shall be co-located in the present office of Accounts Section dealing with goods processed under One Customs. All the circulars, office orders and Public Notices in field regarding Cush Section in erstwhile MCC (Appraisement) shall be observed in letter and spirit.
Import Section & Import Manifest Clearance Department:
The import section of the MCC (Appraisement-hast) will work under Deputy Collector (MIS) of One Customs. All the circulars, office orders and Public Notices in field regulating work of the import section and Import Manifest Clearance Department (IMCD) in MCC (Appraisement) shall be observed in letter and spirit.
