Sub:     Creation of import manifest clearance department (IMCD) and job description of incharge AC/DC

Import Manifest Clearance Department (IMCD) is one of the basic building blocks of automated customs clearance system. Its precise objectives are as under:-

i)        Maintaining an updated account of BLs / Indices pertaining to each Import General Manifest (IGM/VIR).

ii)       Reconciliation of IGM indices of imported goods vis-a-vis clearances.

iii)      Identification of overstayed / held-up un-cleared consignments for disposal as per law.

iv)   Assistance in collection of stuck-up revenue in shape of customs duty and other leviable taxes after completion of prescribed legal/procedural formalities.

2.         IMCD  will be headed by an Assistant Collector (AC) or Deputy Collector (DC), following will be the job description of the In-charge officer:

i)       Reconciliation and updation on continuous basis of data pertaining to: IGMs, being filed in WeBOC system or in One-Customs; number of BLs claimed and in process; cancelled indices and out of charge indices etc.

ii)        Referring the indices for auction, after completion of legally allowed time period, without any delay.

iii)       To scrutinize, on regular basis, the built-in reconciliation mechanism whether the same is working appropriately or not, and to report feedback to the Additional Collector in-charge, on weekly basis.

iv)       Necessary reconciliation of all sorts of IGM indices filed in One-Customs.

v)        Verification of TP/ST consignments to ensure that the goods have physically reached their destination and are verifiable from the system.

vi)    Comprehensive regular use of screens of the IMCD module to suggest improvements so that vital data / information remain live and useable.

vii)     On 5th of each month, a summarized position will be prepared for the previous month showing IGM wise status as to what was the final outcome with reference to clearance, under process and pendency of consignments (Indices).

viii)    A separate statement will be prepared highlighting un-cleared (over-stayed) containers/cargo as an alert to initiate related action in this regard.

3.         Information specified at para-2 (vii) & (viii) will be submitted to the Collector on of each month.
