SUB: Reorganization of appraisement branch.
The Model Customs Collectorate of Appraisement (West), Karachi has recently shifted to the automated WeBOC mode of Customs clearance, in addition to working with the manual One-Customs system for residual non-WeBOC items/ processes, In the new milieu, there is an urgent need to re-organize the Appraising Intelligence Branch (AIB) to meet the challenges raised by modern technology and act as an effective bulwark of traditional Customs controls. The twin fold role is to facilitate genuine trade while simultaneously ensuring robust control structure capable of handling the complex Customs transactions. For this purpose, the erstwhile Appraising Intelligence Branch is hereby bifurcated into two sections, i.e. (i) R&D/A1B section, and (ii) Post Release Verification (PRV) section along the following functional lines:
(A) POST RELEASE VERIFICATION (PRV) SECTION:
The PRV section shall perform the following roles:-
(i) Study import trends of major revenue spinners/ other risky commodities in terms of volume (weight, Nos. etc.), value, tax structure through statistical analysis.
(ii) Tracking market trends of different commodities’/ sectors for minimum the chances of misdeclaration, under-invoicing at import stage.
(iii) Issue advance alerts to relevant examination/ assessment desks/sector on the basis of findings of the data analysis/ market tracking.
(iv) Carry out random/ snap audits of closed transactions to determine correct application of valuation rulings/ agreed values/ concessions/ exemptions, etc.
(v) Initiate recovery/adjudication proceedings where revenue evasion is detected through the relevant appraising group/ R&D section.
(vi) Undertake appraising group-wise work analysis and suggest improvement in the current modules to ensure prompt clearances with minimum avenue pilferage
(vii) Suggest measures for the overall up-gradation of the automated system with a view to simplify procedures and plug any probable revenue leakage.
(viii) Coordinate with the IT Division of the Collectorate for generating standardized MIS reports for meaningful analysis of import data.
(ix) Any other function assigned by the competent authority.
(B) R&D/ AIB SECTION:
The R&D/AIB section shall action as the operational, wing of the Collector carrying out the traditional functions of investigation and prosecution in respect cases detected by the PRV section as well as by the R &D/ AIC section on motion. The section shall per for the following tasks;
(I) To maintain close liaison with the PRV section of the Collectorate for keeping the current consignments of known defaulters under scrutiny.
(ii) Cultivate an information network to countercheck the workings of the examination and assessment formation.
(iii) Scrutinize the contents of the IGMs before arrival of vessels in order to generate advance alerts for appraising groups.
(iv) Scrutinize the automated clearances through the "green channel”.
(v) Block any consignment on the basis of an information and internal scrutiny or thorough re-check.
(vi) Undertake joint examinations of suspect/ risky consignments with the examined staff,
(vii) Prepare contravention reports and lodge FIRs as and when required.
(viii) Defend the cases initiated by the section before all legal for a with utmost dexterity
(x) Any other function assigned by the competent authority.
