SUB:         Verification of authorizations, certificates of origin (FTA/PTA certificates) used by various authorities

In order to ensure that there are no fraudulent transactions availing benefit of concessions in leviable duty/taxes under any fake certificate of origin (FTA, PTA, SAFTA, SAPTA) or any authorization/certificate issued by the concerned authorities like Ministry of Commerce, Foreign Affairs, Quarantine Department etc. All concerned are hereby directed to obtain post-release verification of all such certificates/authorizations, if pre-verification is not possible due to exigencies on ground like delay in import releases:, over loading of demurrages etc. Copies of such certificates shall be maintained by the concerned Groups/Sections and at the end of each month the same shall be forwarded to the issuing authorities seeking verification of authenticity. Moreover, all permission letters, certificates, licences, NOC’s issued by various ministries and attached department as per requirement of various SRO’s or operative Import Policy Order shall also be sent to the issuing authorities for post-release verification.

2.         If any adverse report in respect of any document is received, the concerned section/group shall initiate immediate action under the relevant provisions of law against the defaulter besides recovery of the revenue allegedly evaded.
