SUB: ADMINISTRATIVE GUIDELINES FOR ENSURING PRECAUTIONS REGARDING INSPECTION, EXAMINATIONS AND CLEARANCE OF HAZARDOUS/ RADIOACTIVE MATERIALS.

It has been felt expedient to bring about awareness regarding symbols for bio-safety amongst the examination staff for their own safety as .veil as observance of Import Policy restrictions and international protocols on cross border movement, ground handling of various elements and hazardous materials entering Pakistan. Indication of symbols on imported cargo may go unnoticed, hence endangering lives of many. Keeping in view the sensitivity of the matter a list of symbols along with their entailed meanings is being issued for general information of all.

 

Symbols

Meaning and Required Safety precautions/measures

1. Radioactive Materials

This symbol indicates radioactive materials. As agreed upon internationally by the International Atomic Energy Agency (IAEA) and International Organization for Standardization (ISO) --- jointly announced the adoption of a new ionizing radiation warning symbol to supplement the traditional trefoil symbol Hazardous levels of ionizing radiation are signified by the trefoil sign on a yellow background. Theses are usually posted at the boundary of radiation controlled area or in any place where radiation  levels are significantly above background due to human intervention .

SAFETY MEASURES: Extreme caution should be taken if consignment is labeled with such symbols. Since this is an indication of presence radioactive material, Pakistan Nuclear Regulatory Authority should be intimated at once and the consignment should be sealed. No samples should be drawn without protective suit especially made to block out radiation.

i. Non ionizing Radiation

Non-ionizing radiation can produce non-mutagenic effects such as inciting thermal energy in biological tissue that can lead to bums. Recently, the International Agency for Research on Cancer (IARC) from the WHO (World Health Organization) released a statement indicating that radiofrequer.cv of such electromagnetic fields are possibly carcinogenic to humans.

SAFETY MEASURES: Extreme caution should be- taken if consignment is labeled with such symbols. Since this is an indication of presence of radioactive material, Pakistan Nuclear Regulatory Authority should be intimated at once and the consignment should be sealed. No samples should be drawn without protective suit especially made to block out radiation.

ii. Red Ionizing Radiation Warning Symbol:

The red ionizing radiation warning symbol (ISO 21482) was launched in 2007, and is intended for IAEA Category 1, 2 and 3 sources defined as dangerous sources capable of death or serious injury, including food irradiators, tele therapy machines for cancer treatment and industrial radiography units. The symbol is to be placed on the device housing the source, as a warning not to dismantle the device or to get any closer..

SAFETY MEASURES: Extreme caution should be taken if consignment is labeled with such symbols. Since this is an indication of presence of radioactive material, Pakistan Nuclear Regulatory Authority should be intimated at once and the consignment should be scaled. No samples should be drawn without protective suit especially made to block out radiation.

 

2. Chemical Warfare:

Chemical warfare (CW) involves using the toxic properties of chemical substances as weapons. This type of warfare is distinct from nuclear warfare and biological warfare, which together make up NBC, the military acronym fjr nuclear, biological, and chemical (warfare or weapons), all of which are considered "weapons of mass destruction" (WMDs).

SAFETY MEASURES: Extreme caution should be taken if consignment is labeled with such symbols. Since this is an indication of presence of a chemical that may be nuclear, biologically or chemically detrimental, concerned authority should be intimated at once and the consignment should be sealed. No samples should be drawn without protective suit especially made to block out radiation. In case, such symbol is identified procedure as per IPO is to be followed and Chemical Weapons Convention (CWC), Ministry of Foreign Affairs should be intimated.

 

3. BIOLOGICAL HAZARDS:

Biological hazards, also known as biohazards, refer to biological substances that pose a threat to the health of living organisms, primarily that of humans. This can include medical waste or samples of a microorganism, virus or toxin (from a biological source) that can affect human health It can also include substances harmful to other animals. The term and its associated symbol are generally used as a warning, so that those potentially exposed to the substances will know to take precautions.

 

SAFETY Measures: Such consignments should be referred to the Ministry' of Health, as there may be contaminants of various forms including bacteria, virus or any toxin that may endanger human life. Extreme caution must be ensured while drawing these samples, protective gear should be worn covering face, hands and clothing.

 

4. Toxic Materials:

Skull and crossbones are a symbol consisting of a human skull and two long bones crossed together under the skull. It is generally used as a warning of danger, usually in regard to poisonous substances, such as deadly chemicals.

 

SAFETY MEASURES: Such chemicals should not be inhaled, touched, or swallowed. In order to draw a sample it should be ensured that protective mask, gloves find clothes are worn.

This symbol has an additional T + above the usual skull and cross bones symbol indicating extremely tonic materials

5. IRITANTS:

Irritants are typically thought of as chemical agents (for example phenol and capsaicin) but mechanical, thermal (heat), and radioactive stimuli (for example ultraviolet light or ionizing radiations) can also be irritants. Irritation also has non-clinical usages referring to bothersome physical or psychological pain or discomfort.

SAFETY MEASURES: Please ensure that such chemicals are opened carefully; the chemical or material should not come indirect contact with the skin of examiner/sample withdrawer. It is important that gloves are worn ;n all such cases.

 

6. CORROSIVE materials:

A corrosive substance is one that will destroy and damage other substances with which it comes into contact. It may attack a great variety of materials, including metals and various organic compounds, but people are mostly concerned with its effects on living tissue: It causes chemical burns on conflict.

SAFETY MEASURES: Please ensure that such chemicals are opened carefully; the chemical or material should not come in direct contact with the skin of examiner/sample withdrawer. It is important that gloves are worn in all such cases.

7. VOLTAGES/electricity HAZARDS:

Voltages greater than 50V applied across dry unbroken human skin can cause heart fibrillation if they produce electric currents in body tissues that happen to pass through the chest area. The voltage at which there is the danger of electrocution depends on the electrical conductivity of dry human skin. Living human tissue can be protected from damage by the insulating characteristics of dry skin up to around 50 volts. If the same skin becomes wet, if there are wounds, or if the voltage is applied to electrodes that penetrate the skin, then even voltage, sources below 40 V can be lethal.

SAFETY MEASURES: please ensues that if such a symbol indicated all present in the proximity of consignment should be wearing plastic footwear and should not touch the material/machinery bare handed.

 

8. COMBUSTABLE MATERIALS:

As per Canada Chemical Hazard Symbols, combustible material or oxidizing materials are the ones that does not meet the definition of any other hazard class and has a flash point above 60.5°C (141 °F) and below 93 C (200°F).

 

SAFETY MEASURES: Since such chemicals are extremely volatile as well, precaution should be taken while drawing the sample out. Protective mask should be worn so that fumes arc not inhaled. Moreover, special care has to exercised to avoid igniting fire near such consignments. No smoking should be observed while handling/ examining such consignments.

 

 

 

9. FLAMABLE materials:

As per European Chemical Hazard Symbol the co coordinating symbol indicates flammable liquid, which is a liquid having a flash point of not more than 60.5°C (14I°F), or any material in a liquid phase with a flash point at or above 37.8°C (100°F) that is intentionally heated and offered for transportation or transported at or above its flash point in a bulk packaging.

 

SAFETY MEASURES: Since such chemicals are extremely volatile as well, precaution should be taken while drawing the sample out. Protective mask should be worn so that fumes are not inhaled. Moreover, special care has to be exercised to not to ignited near such consignments.

Highly Flammable Compounds:

As per ADR European hazard sign, the symbol on right indicates highly flammable chemical compound.

Moreover, special care has to exercised to avoid igniting fire near such consignments. No smoking should be observed while handling/ examining such consignments.

 

10. enviormental hazard:

Environmental Hazard: Any chemical/ reagents that endangers plant, animal and aquatic life may have this symbol posted e.g. acetone, picric acid, TNT and other hazardous wastes as defined and classified in the Basel Convention

 

SAFETY MEASURES: Such chemicals should not be inhaled, touched, or swallowed. In order to draw a sample it should be ensured that protective mask, gloves and clothes are worn. Moreover, Pakistan Environmental Protection Agency may be intimated.

 

11. explosive materials:

An explosive material, also called an explosive, is a reactive substance that contains a great amount of potential energy that can produce an explosion if released suddenly, usually accompanied by the production of light, heat, sound, and pressure. An explosive charge is a measured quantity of explosive material.

SAFETY MEASURES: Extreme caution should be taken; there should be neither an ignition nor any sudden movement of such chemicals. There are explosives that may burn but not explode unless a sudden movement like shaking or moving them is carried out e.g' C4s. Department of Explosives of Ministry' of Industries may be intimated.

 

13. Low power laser:

A low-power laser with only a few milliwatts of output power can be hazardous to human eyesight when the beam hits the eye directly or after reflection from a shiny surface, resulting in localized burning and permanent damage in seconds or even less time.

 

Safety measures: Protective glasses should be worn. Also the safety level of laser should be noticed.

 

2.         In case any of the symbols is identified during examination, die procedure as per relevant clauses of Import Policy Order and Pakistan Customs Tariff should be followed.
