SUB:             NON-SUBMISSION OF FORM-E.

According to paragraph 3 of the Export Policy Order, 2013 notified vied SRO 192(1)2013 dated 08.03.2013 read with Section 155M of the Customs Act, 1969, all exports from Pakistan are subject to submission of Form-E duly certified by the Authorized Dealer of foreign exchange at the time of filing the Goods Declaration for export. Necessary instructions in this regard have already been issued for the information and guidance of exporters as well as clearing agents vide Office Order No.7/2011 dated 24.12.2011. However, it has been observed that submission of certified / verified Form-E is not being complied in letter and spirit. Instances of fake Form-E numbers indicated on online filed GDs have come to the notice which is liable for stern legal action. Non ­submission of Form-E creates subsequent problems in reconciliation with Banks.

2.         It is, therefore, reiterated for the information and guidance of exporters as well as their clearing agents that uploading of Form-E duly certified by the commercial Bank of the exporter is a mandatory requirement of law for online filing of Goods Declaration for export. Moreover, the hard copy of Form-E be submitted with the respective export terminal operator without fail. All the exporters in their own interest are advised to adhere to these instructions for seamless exports and expeditious duty drawback payments.
