CIRCULAR NO. 08/2014(A)

As per established practice of Custom House, Duplicate Exemption Certificates pertaining to Diplomatic imports are received in MCCA-(West), Group-VIII, Custom House, Karachi for clearance thereof under Special Classification Provisions (Chapter 99 of Pakistan Customs Tariff) subject to submission of original exemption certificate from Ministry of Foreign Affairs, Islamabad. The original and duplicate exemption certificates are cross tallied at the time of clearance of the diplomatic cargo. At the same time, the verification letter along with copy of exemption certificate is forwarded to Ministry of Foreign Affairs, Islamabad in order to confirm the genuineness of the exemption certificate.

2. In order to ensure that there is no misuse of the exemption facility and to streamline the processing and completion of Goods Declarations pertaining to Diplomatic Cargo, all concerned are hereby directed to route all such GDs pertaining to diplomatic cargo to Group- VIII, for completing all legal formalities / protocol associated with them..

3. The concerned Group (presently Group-VIII) processing related GDs and clearance shall ensure that verification process is followed effectively and there is- a monthly reconciliation exercise that proper verifications are received from the Foreign Office. Mere letters to Foreign Office will not be sufficient In case of any default, Group will be held responsible.

4.    This issues with the approval of the Collector Appraisement (West), Karachi.
