Circular No. 12/2014-ESTT (AW) 

In pursuance of intensive discussions and feedback obtained during the operational meetings with the Principal Appraisers (PAs), Assistant/Deputy Collectors (ACs/DCs) and Additional Collectors (ADCs), it was decided couple of months back to give complete view of each GD to PAs as well. ACs/DCs have already sufficient monitoring tools of their Groups. This was accordingly allowed through access to 'Internal Auditor’s’ user ID. It may be recalled that this was done with the following objectives:

i)          PAs will daily monitor the assessment behavior of their Groups to see that valuation rulings/internal assessment guidelines were applied properly.

ii)         There were no distortions in assessment data

iii)        Green channel clearances were reviewed regularly to ensure that the same was not being misused.

iv)        TP consignments were not showing any abnormal behavior.

2. Each PA, AC/DC has to prepare and show his/her performance for Jul- Oct, 2014 on the above points. Point-wise output will be required highlighting detections made, recoveries affected or any other tangible achievement on this count.

3. The above will be reviewed on 08.11.2014 in a revenue review meeting. Hereafter, this will be a monthly performance measurement review focusing on the listed four areas.

4. ADCs incharge may review the performance internally before the scheduled meeting. They may work out their own monitoring mechanism that intended objectives are being met.
