Sub:           IMPLEMENTATION OF TRANSFER/POSTING ORDERS.

I am directed to refer to the subject cited above and to state that it has been observed with concern that transfer/posting order issued by the Board is not being timely implemented by the field formations. As time, the officers who are transferred posted do not relinquish charged deliberately or on the directions of their supervisory officers who do not want to relieve them on one pretext or another. This trend undermines the authority of FBR and tanta mounts to insubordination on the part of the concerned officer/officials as well as their higher ups, responsible for delaying the implementation of Board’s orders. It may once again be brought to the knowledge of all concerned that every transfer/posting order of BS-1 and above officers is finalized and approved by the Chairman, FBR/Secretary Revenue Division.

2.         The Competent Authority, raking a serious view of the aforementioned situation, has directed that henceforth all transfer/posting order o the Board shall be implemented with immediate effect by the concerned officers. Supervisory officers shall also ensure that outgoing officers are relieved well in time, enabling them to the charge at the new place of posting supervisory officers with regard to the review, revision or cancellation of such transfer/posting order may be sent to the Board for consideration of the Competent Authority, only after the implementation of such orders.

3.         In addition to the above, all Heads of Field Formations are requested to submit compliance report regarding implementation of the transfer/posting orders issued by the Board within seven days of the issuance of orders.

4.         This issues with the approval of Competent Authority.
