CIRCULAR NO. 02/2017
SUB: INCOMPELET / INCORRECT DECLARATION OF IMPORTED-GOODS-NON-COMPLIANCE OF PUBLIC NOTICES 01/2014 DATED 31.10.2014 AND 09/2013 DATED 03.12.2013 UNDER SELF-ASSESSMENT SYSTEM.
Please refer to MCC Appraisement (East), Karachi’s Circular of even number dated 15-2-2017 and 29.04.2016, read with this office Public Notice No. 01/2014 dated 31.10.2014 and No.9/2013 dated 03.12.2013 regarding subject matter.
2. It was emphasized vide above-mentioned Public Notices and Circulars that true declarations should be submitted while filing Goods Declarations (GD) along with supporting documents as required under Section 79(1) a & b of the Customs Act, 1969. For instance, for import of Tea, certified invoice from Pakistan Tea Association; in case of Drugs, ADC certified invoice; in case of import of Iron and Steel Products, L/C where applicable; PPRO certificate where required, verified copy of FTA where claimed, certificates of PSQCA etc.
3. Despite these repeated reminders, it has been observed that certain importers / clearing agents still do not upload all required documents as mentioned above at the time of filing of Goods Declaration. It is, therefore, once again circulated for all concerned that non-uploading of documents as mentioned above at the time of filing of GD w.e.f. 10-5-2017, will result of initiation of contravention proceedings which will attract penal action in terms of Section 156(1) (i) ibid.
