MODEL CUSTOMS COLLECTORATE OF APPRAISEMENT-WEST

CUSTOM HOUSE, KARACHI

Reg.SI/Misc./07/2012-Estt (AW)                                                    Dated: 13-01-2018.

OFFICE ORDER NO.05/2018-ESTT (AW)

Sub: MAL-PRACTICE OF MARKING GOODS DECLARATIONS (GDs) TO THE AC/DC GROUP WITHOUT COMPLETING ASSESSMENT OF GDs.

It has been reported to the Collector MCC Appraisement (West) that the Appraising Officer (AO) and Principal Appraisers (PA) posted in assessment group are routing Goods Declaration (GD) to the Assistant / Deputy Collectors of the concerned group without completing assessment thereon and without recording any remarks. The same is gross violations of the official work procedure. The Appraising Officer is required to complete assessment of the GD when marked by the system in yellow channel and does not have authority to mark GDs to the PA in incomplete state and neither does the PA has such powers to mark GD to officer incharge of the group without completing assessment.

2.         Moreover, the following mal-practices have also come to light on the part of lower cadre assessing officer:-

i)           Making them ‘unavailable’ in the system in order to stop the system from marking GDs to their inboxes.

ii)         Detaining items / GD without any cause or reason and without seeking permission of the officer incharge of the group.

iii)       Failing to ensure getting their ID status charged to ‘on leave’ from the Deputy Collector (Administration) when proceeding on leave. It causes great inconvenience to the public whose GDs remain associated with their IDs and stuck/pending in the system instead of being routed automatically to another assessing officer who is available in the group.

3.         It is accordingly directed that any Appraising Officer / Principal Appraiser who is reported to be adopting such mal-practices in future shall be proceeded against for inefficiency, indiscipline, and misconduct under the relevant government rules. The Additional Collectors shall ensure compliance of these instructions and ACs/DCs of the group shall report the names of deviants to the Collector office directly.
