Sub:-     INTEROGATION OF PAKISTAN TELE-COMMUNICATION AUTHORITY (PTA) WITH WeBOC SYSTEMS-GUIDELINES.

The Directorate General of reforms and automation, Karachi (R&A) has developed the module for interrogation of Pakistan Telecommunication Authority (PTA) in WeBOC system. Awareness seminars have been conducted by the directorate General in Karachi and Lahore in this regard. The module applicable for imports has the provision for electronic issuance of NOC/authorization by PTA through the EDI linkage. The said module is scheduled for live Deployment on 30.05.2018 in the WeBOC system.

2.   Under the new module, electronically issued NOCs/ Authorization will be required By the WeBOC systems for all new under process Goods Declaration (GDs) from the date of rollout for which the NOC/ Authorization of PTA is required under import policy order (IPO)

The said module is applicable for import GDs only.

3.     Salient feature of the newly developed module are as follows

i)   For obtaining NOC/ Authorization as per provision of IPO the clearing agent/trader after fulfillment of there own legal requirements. PTA shall feed all the particular of NOC/ Authorization against NTN/BL/AWB.

ii)  Upon filling of GD by trader/clearing agent in WeBOC system shall show a message for attachment of NOC/ Authorization, With GD as per IPO requirements.

iii) For attachment of NOC/ Authorization with GD, The Clearing agent/trader shall select the relevant NOC/Authorization in the Attach Certificate/RO/NOC” tab the system will cross check the particular of NOC/Authorization with GD/BL/AWB.

iv) After cross check the system shall mark the GD for bank payment. The Clearing agent/trader can apply for NOC/Authorization from the concerned regulatory department before or after filing of the GD. In case the NOC/Authorization is issued after filing of GD the system shall hold the GD from release until the same is attached with GD.

v)  After completion of all customs processing, the system shall again check the IPO requirement against assessed HS Codes and quantity. If there is any discrepancy the system will hold the GD, The said GD will only be released once the amendment/correction in the NOC/Authorization is made in the system by the concerned regulatory department.

vi) Assistant/Deputy Collector nominated by the collector through DCMIS, shall have the functionality to release GDs without attachment of NOC/Authorization against the HS Code.

4.   After the roll-out of the system, the Collectorate are required to monitor the working of the module and provide feedback to this Directorate General.
