CIRCULAR NO. 01 2021-ESTT(PQ)

It has been observed with concern that certain importers and/or their clearing agents submit paper documents or upload written justifications in PDF format in the WeBOC system without signatures or stating signing person's names or designations they hold in the company. This makes it difficult to ascertain whether the same has been submitted by an authorized person or representative of the clearing agent/importer or otherwise.

2.     Such vague/dubious documents require additional verifications which delay the clearance process thereby increasing cost of doing business for the other importers as well as create unnecessary work load for Customs processing officers.

3.         It is, therefore, informed to all concerned that henceforth, any document/ statement/ written information etc. submitted by importers or their clearing agents to this Collectorate, must fulfill the following conditions:

a)    Documents are signed by the authorized person, stating complete name and CNIC number, below the signature;

b)    The designation of the signing authority, i.e. whether owner, director, manager, etc. of the importer or clearing agent, should be clearly mentioned on the submitted documents;

c)    In case the document is signed by someone other than the importer/ authorized clearing agent, original authority letter from the importer, containing above mentioned details (Name, CNIC, Designation) on both the authority letter and the submitted document, must be submitted along with the said document.

4.     In case the submitted documents, paper or in PDF soft form, do not fulfil above conditions, the same shall not be accepted as bonafide document and relevant consignment/ issue will be processed as if no response has been received from the importer/clearing agent.

5.         This issues with the approval of Collector of Customs, Collectorate of Customs Appraisement, Port Muhammad Bin Qasim, Karachi.
